Study On Problems Of Innovative Teams Building In Universities And Colleges Of Hebei Province

As the leading force of knowledge creation and technology innovation of a nation, colleges and universities of higher learning are significant to the realization of national innovative goal. In this paper, research is based on the experiences and results from both home and abroad, taking Hebei Province as an entry point to have a rational understanding of the problem, aimed at finding the objective causes of dialysis, proposing solutions correctly so as to provide guidance.For the building of innovative teams and the upgrading of universities'innovative abilities .Firstly, describe the present condition of research from both home and abroad, and identify gaps and deficiencies. In this paper, illustrate the content of writing, research methods, concepts, and theoretical basis. Main methods used in theoretical analysis, include applicative analysis, comparative analysis and quantitative analysis methods.Secondly, this paper will describe the relevant experiences of famous universities abroad, respectively, for proposing countermeasures and suggestions to problems and shortcomings that exists in personnel teams, combining the experiences of national colleges in terms of building the talents troop, training creative talents, constructing innovative platforms, thus providing references and basis to innovative teams builing of universities in Hebei Province as a reasult.Thirdly, seperately, analysis the main problems in the construction of innovative teams of universities in Hebei Province from five aspects: the scale of structure, difference of construction, abilities of innovation, communication and collaboration, assessment and incentives. Moreover, dalysis the causes of problems from both exogenous and endogenous two sides that exists in innovative teams building of universities in Hebei. Among them, exogenous reasons, are mainly relate to economic and living standards, environment for innovation, construction of policies and systems in Hebei Province; while endogenous causes are much more connected with the lack of oriented goal in universities, orientation and planning inadequate, management systems bias, and the administrative environment which is not relevant.Finally, based on the problem that exists in construction of innovative teams of universities in Hebei Province, combine the experience of foreign universities, state strategies for building innovative teams of universities in Hebei Province, and take the results of"Metastable Materials Science"innovative team-building for instance, summarize fruits and experience.
