In1829, Professor Packard in the United States Bowdoin College linked the general withUniversity Education for the first time, so far, the development of the general education hasbeen close to two centuries, and more and more widely recognized. Since the1990s, thehigher education sector in China started an ambitious cultural quality of education projects.As the implementation of the essence of the culture and quality education, the generaleducation has increasingly attracted peoples’ attention and been enforced, and then someresults achieved.General education is a combination of the education philosophy and implementation modeof course, as a philosophy of education, which runs through the whole process of education;as a model of the implementation of the program, closely linking to professional education, itdedicates to the cultivation of talent of all-round development, an accurate sense, a keeninsight in the new society. With the rapid development of science and technology andsocio-economy, the society put forward increasingly high demands to talents, as a trainingbase for the university, it has to adapt to the needs of the times, and cultivates the high-qualitypersonnel with a reasonable knowledge structure, the structure of capacity, and all-rounddevelopment. At the same time, education must be based on the all-round development as thecore, combine general education and professional education; general education should bevigorously carried out.The ideological and political education has been accompanied by the growth of educationin universities, mainly through the creation of the relevant ideological and political educationtheory courses and other forms of students to achieve the ideological and political educationfor university students, which is very important for college men to establish a correct worldoutlook, and outlook on life and values. However, with the in-depth education developmentand the rapid social changes, the ideological and political education in colleges anduniversities also exposed some problems, such as teaching cannot keep up with the changingtimes, low effectiveness. However, the ideological and political education has been animportant part of education, should not be weakened but strengthened, so we should explorethe way to the ideological and political education at this stage. At present, the ideological and political education and general education in colleges and universities are their own, separatefrom the implementation, but the two goals in education, curriculum and many other aspectsare in common, so how to make the two combine, promote each other and complement eachother to jointly promote the development of higher education, to achieve the goal ofcultivating high-quality personnel, which has become the focus of this paper. In view of this,this paper analyses and researches the history innovation, content, and curriculum objectivesof the ideological and political education of general education in universities, as well as thestatus and problems of ideological and political education in the university, and try to explorehow to effectively combine the two through the implementation of specific measures.This article is divided into five sections:The first part of the introduction, a brief description of the original intention and researchsignificance of this paper, and then reviewed research results of the relevant scholars in thisfield and introduced the basic research methods.The second part, first of all, the goal of general education, meaning and historydevelopment will be introduced, and then it will do a detailed analysis of the reasons forimplementation of general education, as well as the status quo, establishment of goals andcurriculum, and so on. The article also pointed out that our university should be effective inthe implementation of general education, should learn from the experience in the developmentof general education universities in the United States, Japan, Hong Kong and Taiwan andother countries and regions. China’s General Education University of the status quo, problemsand the reasons were analyzed.The third part, with exploring the ideological and political education of the history,meaning and function, it will give a detailed analysis of China’s university of ideological andpolitical education curriculum and its status quo, as well as a positive and effective way ofexploring of the methods of foreign ideological and political education in colleges anduniversities.The fourth part mainly consists of the analysis of the ideological and political educationand general education. First of all, there are a comparison with the ideological and politicaleducation and the general education in University at home and abroad, a detailed analysis andcomparison of the two curricular, objectives, and so on. Then, it focuses on the analysis of the relationship between the ideological and political education and general education. Finally, itcomes to the conclusion that the two should be combined with their implementation.In the fifth part, in view of existing problems in the process of implementation ofideological and political education and general education in the University, specific proposalsthat the ideological and political education with general education should be combined witheach other will be put forward. To carry out study on the relationship between the two andreform of the curriculum to make it more reasonable,and then it combines the two to fosterall-round development of human; with the development of the general education to improveeffectiveness of the ideological and political education; Finally, Also promotes other specificmeasures of the integration of the two and builds Interactive mechanism.Because of the requirements of Higher education and social development, we should notcarry out the Ideological and Political Education and General Education in parallel. TheIdeological and Political Education cannot replace General Education, neither can GeneralEducation. In fact, they are mutually unified and complement. The author considered that weshould made a combination of the Ideological and Political Education and General Educationso that we can improve our Higher education to cultivate more excellent students.
