Examination is playing a role of great importance ineducational teaching work. Since the new curriculum reformimplemented in Elementary and Secondary Education, the evaluationsubjects and appraisal way have made various changes. However,paper-and-pen-based testing is still one of the most appropriateprimary standard of evaluating teaching quality. At present,paper-and-pen-based testing is one of the most appropriate ways tocarry out the large scale test. Therefore, compiling testing paperemployed in actual class teaching under the background of newcurriculum has become a big dilemma which faces teachers.Paper-and-pen-based testing mentioned in this paper includesall kinds of exams for high school students in the subject of physics, suchas unit exam, monthly test,midterm exam, final exam and recruitmentexam. As the referenced tests, the goal of these exams is to monitor theprogress of students. Most of these exam papers following standardizedtests are designed and organized by teachers and teachingresearchers. To some extent,these exams are not perfect.The quality of Paper-and-pen-based testing, with educationalsurveying and the psychology as its theoretical supports, wasdetermined by its validity,difficulty and discrimination. In addition,entering for the exam is a series of complex psychological activities.Inorder to evaluate the level of students precisely, the teachers and theresearchers who design and organize the exam papers should considerthe effect of this disruptive factors.The essential steps of design and organization of physicsproblems are as follows:First, to establish a clear guiding ideology. Second, to identify thepurpose of surveying and exam contents. Third, to determine the structure of exam papers. Fourth, to compile multidimensional testdetail table. Fifth, to design and organize the exam papers. Finally, toformulate the marking criterion.The examining test content for high school students consists oftwo aspects. First, it belongs to the content of curriculum standard.Second,the examination contents must accord with the requirement ofexamination outline. According to the new taxonomy of Bloom seducational objectives, students will be tested on memory,comprehending, application, analysis, evaluation and creativity.The topic establishment is an important link in the process ofcompiling testing papers.In this paper,the author of this article hasconcluded the basic principles under the background of newcurriculum:the principle of science,the principle of comprehension,theprinciple of epochal character and the principle of normalization.Furthermore, the examining test contents have several requirementsunder the background of new curriculum:to follow the curriculumstandard, to be correct, practical and normative, and to stateaccurately.It is a complex and lengthy process to research this topic. Thispaper focuses on the process of compiling exam papers and givessome statistical data. The author hopes that it will improve the teachersproposition ability and raising their teaching quality.
