About the achievement of the early-warning function of the university, first, the principle of objectivity, timeliness, dynamics and correctness should be obeyed. Second, the object of study should be social crisis highlights in danger. Third, keypoints such as information publiced, positive critical spirit and ceaseless theoretical study should be satisfied. Last, the process of observing the risk’s appearance, searching the risk’s source, analyzing the risk’s symptom, forecasting the risk’s degree and putting control in practice shoud be abided to. About the limitation of the university’s early-warning function, there are two angles. One is from the government’s angle. The first limitation is the information from the government is not complete. For all the early-warning process is based on the research of information, without complete and correct information, the research cannot be done.The second limitation is the short of government’s support of information technology eqquipment to the university. Because information technology is of key importance to the realization of early-warning function and both software and hardware of information technology eqquipment are expensive, as the biggest beneficiary, the government has the responsibility and the ability to support the university’s information technology eqquipment.The third limitation is that the government doesn’t attach enough importance to the university’s early-warning function. The university’s early-warning function must depend on the government’s policy, or the research of early-warning is just empty talk. The other one is from the university itself. The first limitation is bounded rationality, namely people can only get close the truth, but can never achieve it. The same to the research of early-warning. The second limitation is the restriction from the emotion. Any researchers’ tendency can influence the research’s goal, process, etc. The third limitation is the narrowness of university’s majors. The research of early-warning is a kind of comprehensive research. If the researchers do not have enough professional knowledge, cannot view the problem comprehensively, it will limit the realization of the early-warning function to a large extent.
