Martin Trow, a famous American scholar, his theory of popularization of highereducation expounds the comprehensive popularization of higher education, from thequantitative phase Division on the development of mass higher education, Higher educationgross enrollment rate of5%,15%and50%, These three figures sparked enthusiasticdiscussions in the Chinese academia, these two figures sparked a lively discussion inacademia, became a theoretical basis of Chinese higher education development goalsestablished. In1999, the Ministry of Education promulgated Revitalization Action Plan for theTwenty-first Century Education, marks the beginning of the popularization of highereducation in China, after15years, the development of mass higher education in China hasmade remarkable achievements, However, in the development process, there are a lot ofproblems.On the popularization of higher education, Martin Trow gives a detailed descriptionabout in the different stages what will be happen in higher education, And pointed out thedifferent stages of the development process there will be a problem in higher education, aswell as problem solving approach, the theory has an early warning function. In this article,from the analysis of twelve qualitative rules in Trow theory, combined with the presentsituation of our country’s higher education development, on the foundation of clarifyingproblems about popularization of higher education in China, popularization of highereducation development for the next fifteen years to predict possible problems, andproblem-solving methods focusing on Trow theory of higher education popularization,proposed in order to solve these problems should do a series of changes in higher education.The introduction of this article describes the topics of the reason, research significance,research methods and current research.The first chapter has carried on the analysis to the Trow theory of popularization ofhigher education and its early warning function. Popularization of higher education on Trowtheory overview, and has carried on the detailed description of Trow theory stage of masshigher education theory of early warning function, pointed out that his theory of highereducation popularization of higher education popularization in early warning-from mass to universal the problems caused by expansion, issues include the problems of scale, structure,quality and efficiency issues in four aspects.The second chapter analyzes the current situation of the development of higher educationpopularization, from quantitative change and qualitative change of higher education to makesure that China’s higher education is in the popularization stage, pointed out that thedevelopment of the existing problems of higher education: the emergence of new "Knowledgeis Useless", enrollment quickly lead to shortage of educational resources, universitypositioning is not accurate, the blind pursuit of "big and complete", higher education byexcessive government control, contact with the market is too small.The third chapter based on the early warning function of the Trow higher educationpopularization theory, analyses the future of mass higher education in China, fromquantitative change and qualitative change of higher education, determined that15years afterthe popularization of higher education in our country will be in the early universal stages,pointed out that the development of higher education popularization possible future problems:contradiction between higher education with employment, contradiction between singlestructure with diverse needs, contradiction between the university-town with elementaryschool park, contradiction between government and market.The fourth chapter from the Trow mass higher education theory of early warningfunction, proposed revelation on development of mass higher education in China, from thedevelopment of higher education should be to diversification, higher education schools shouldbe to open, higher education management should be to democratization, to the realisticproblems in the development of higher education in China and in the future there may be aproblem solving measures are put forward: implement training target diversification, promotethe diversity of education, promote the evaluation diversification; university internalmanagement system reform, to strengthen cooperation and exchanges between colleges anduniversities, active use of market factors; realize the diversification of management, promotethe administrative power and academic power separation, system of democratic supervision.
