Emergency Early Warning Mechanism Research Colleges And Universities

With the social transformation and social change speed dramatically, university emergency have occurred from time to time, and have a gradually increasing trend. The crisis situation caused by university emergency not only affects the normal teaching, researching and living order, endangers the teachers and students’ life and property, but also seriously damages the university’s image and reputation. Therefore, it is a great theoretical meaning and practical value to strengthen the investigation of university emergency’s early-warning mechanism, which can prevent effectively and disposal properly the occurrence of unexpected event, reduce the negative impact of unexpected events, and promote the good development of university teaching order, ensure the realization of the university education function.The dissertation integrate use education, psychology, higher education management, crisis management theories, which is based on the domestic and foreign scholars in the investigation of emergency early-warning mechanism, and through surveying and interviewing university’s staff and students, then analyzes the problems of the construction of university emergency early-warning mechanism,then try to explore a set of mature and comprehensive university emergency early-warning mechanism in a bid from the organization, system, education, etc.The dissertation inquiry from the definition of related concepts of the early-warning mechanism, as well as introduce the classification, features, functions and internal and external reason of the university emergency, and emphatically focus on the organization theory, crisis management theory and governance theory as a starting point to explore theory. In these theoretical studies, based on the investigation analysis of the current construction of university emergency’s early-warning mechanism, to know the problems in the process of emergency’s early-warning mechanism, such as lack of emergency management agency,personnel structure irrational, early warnning scheme is not perfect, safety and security system is not smooth, psychological intervention does not reach the designated position. Through a rational analysis of the existing problem, the theory guide to practice, which make the university early-warning mechanism systematic and specific, put forward the basic steps and procedures of the early-warning mechanism’s implemention to form a complete and effective early-warning mechanism.
