An Analysis On The Prevention And Disposal Of Emergencies In Colleges

As the cradle of fostering talents, the main assemble land of social elite, and theorigin and distributing center of social ideological trends, colleges and universitiesplay an important role in the society. Constructing harmoniuos campus fits the bill ofpromoting comprehensive, coordinated and sustainable development, strengtheningthe creativity energy of the college as well as realizing stable, healthy and orderlydevelopment; also it is the necessary requirement for building a harmonious society.Nowadays, with the deep social transformation, our country is in the process of rapidsocial economy development, which is in a time of “obvious contradiction” bysocioeconomic development phase theory. Objectively, emergencies like communityevents and public safety incidents are in the stage of history when both number andeffect are increasing. Subsequently, the emergency rate in colleges and universitiesalso shows the growing trend. Because of these, how to build a system for preventionand disposal of emergencies in colleges and universities has become an urgently issue.On the basis of economic social transformation in our country and the frequentemergency in colleges and universities, this paper carries on the discussion to therelevant concepts, combining the practical experiences of college administration. Byusing positive analysis and systematic analysis, this the features, types and causes ofemergencies in colleges and universities of our country at new times are comparedfrom horizontal and vertical aspects. According to the in-depth analysis of the targetand principle of emergencies in colleges and universities and general responses, theauthor advances the management rules which are “layered management under unifiedleadership，prevent actively，adhere to the people-oriented and manage by law”; andthe general responses which are “prevention first--property identified--emergencycontrol--countermeasures study and implementation--incident rehabilitation”. Thenthe basic line of establishing a system for prevention and disposal is formed, morespecifically, a prevention idea of emergencies in colleges and universities, which is“seting up a detecting, consulting and organizing warning mechanisim, establishingunified and effective mechanisim of public opinion monitored, constructs harmoniouscampus culture, and deeper preventing emergencies”; and a disposal idea ofemergencies in colleges and universities, which is about “improving scientificreasonable decision-making mechanism, efficient full participation and guaranteemechanism, effective information communication mechanism, crisis interpose mechanism and image restore mechanism. The advancement of mental interferencemechanism and press spokesman system has certain innovation. This paper attemptsto contribute to the emergencies in colleges and universities on the theory andpractice.
