The Transition Of Chinese Universities Emergencies Prevention And Disposal

Diversified development of modern society makes the security management of the public sphere showing a trend of increasingly complex. As a special form of public areas, university faces the same problem. Universities which are in transition may be encountered all kinds of problems during the process of reform and development. Though having cautiously responded, we still have to face the inevitable transition possibility of the outbreak of unexpected events. Especially in recent years, several university campus incidents shocked the world, even confirmed the existence of such a possibility. Therefore, in order to avoid adverse hazards and impact on colleges and universities development which may be brought by some unexpected events, further strengthening and improving emergency preparedness and disposal of university systems is imperative. This paper addresses this issue in some useful exploration.PartⅠ:The writer illustrated the origin of the topic, the existed research results, the theoretical basis, introducing paper's idea and research method. As a conclusion, the writer pointed out that it is very important to learn the method of prevention and dealing with the suddenly occurred incidents in colleges and universities.PartⅡ:The writer expounded the features of unexpected events in colleges and universities which is different from the common social incidents, including definitions of college emergencies, university emergency basic characteristics and main types.PartⅢ:Having detailed analyzed the situation of prevention and disposal of suddenly occurred incidents in colleges and universities, the paper points out the guiding ideology and basic principles to handle such things. At the same time. revealing the problems and causes existed in university emergency prevention and disposal. This paper also listed several campus emergency responses of the typical cases, which summarize the successful experience and lessons of failure, as stated to be evidences.PartⅣ:Managed to draw advanced experiences from those developed countries or regions such as the United States, Japan, as well as Hong Kong in their University Public Safety Management, as useful references for Chinese universities to enhance and improve the emergency response management.PartⅤ:For universities, to further enhance emergency preparedness and improve the handling system, combined with theoretical basis and practice, the writer is trying to put forward countermeasures and suggestions as well as actively promote the college plans to prevent and handle emergencies, institutions, legal system and mechanism such as "case 3" system construction.
