Since90s,20th century, with the development of electronic information technology and education informationization, the overall education system had a significant change. At the turn of the century, marked by interaction, network open and distant learning which is the basis of multimedia computer network、satellite television and telecom network was on the rise in China. Network open and distant learning is a new-style education form that uses the contemporary method, give teacher and student with the face, teach by correspondence education and learn by himself.The development of network open and distant learning has great progress than the first generation,the2nd generation and the3rd generation, but the quality of distant education based on computer network still be focal point of many scholars form home and abroad. With its accession to the World Trade Organization (WTO), China international cooperation and exchanges developed rapidly along with the development of the knowledge-based economy globalization. Under the trend of internationalization of education, the demand of foreign affair has greatly increased the same as the needs of internationalization of university. Carrying out the modern network open and distant learning project is the effective way of developing education and raising the scientific and cultural level of the whole nation under the shortness of educational resources. The popularity of Chinese network open and distant learning makes the educational aims、educational subject、educational contents,but on educational methods and educational resource developing toward networking, meanwhile, the uneven development of network distant education of past ages, Developing distant education on network has indistinct orientation and the teaching specialty of modern network open and distant learning has been not fully demonstrated, the development of network distant education lacks linteraction among the multi-bodies and modern network distant education Quality Assurance System is not perfect.This thesis analyzes the influencing factors on network distant education quality by some theoretical basis such as the teaching method of open and distant learning、MBO (Management By Object) and the ISO9000Quality Management System Standardsand has certain experience to draw on the researches on quality assurance system in British、American and Hong Kong, Chinese network open and distant learning should notice the world’s educational ideas is changing, Internationalization is bringing a new form about intellectually assistance, globalization is stepping up extension of new information and the teachers is always the most magnitude guarantee in order to build network distant education quality assurance system in China. The network distant education school must build modern network distant education Quality Assurance System from following sides. Firstly, we should change the traditional quality view. Secondly, we should build open and isdtant Learning resources, such as the construction of the resources of teachers in open and distant learning, the design of teaching setting, the making of the innovation of training goals and teaching plan, the development of teaching methods and techniques and so on. Thirdly, the quality process control must be related to the quality of teaching, learning, study place and courses.The assessment and feedback of quality accomplish by way of self-appraisal、self-knowledge and self-improvement from building valuation standards, organizing and managing review, applying for certificate of the third party and making bonus payment is linked to personnel performance.
