With the rapid development of the Open and Distance Education of China towards the popularization and internationalization process, the Open and Distance Education was widely focused by the community, education, government and universities because of its momentum of rapid development and a new mode of education. Regrettably, however, with the Open and Distance Education in China continues to expand its scale and strengthen its technical, there had some important issues impacted their sustainable development which constrained by the traditional ideas of education and the existing institutional, such as quality standards are not clear, teaching resources does not match the learners’ needs, the teaching process and link monitoring is not in place, the teaching services do not meet the needs of learners, teaching service institutions is uneven. Some problems have seriously affected the reputation of the Open and Distance Education of China in the domestic and international, it also makes the quality of the open and distance education in China is still difficult to reach the international advanced level. Competition among schools has changed to continuously upgraded of the quality-from the continuously expanded of the scale, many problems in the development of Open and Distance Education has caused great attention of the people, in which the most concern to the community and the most important is the Quality Assurance problem of the Open and Distance Education. Moreover, the Open and Distance Education of China involves widely respect and many people, the rapid upgrading of the education quality, it no doubt that it has great significance to the Construction of China’s system of lifelong education and the formation of a learning society. However, because it is impacted by currently traditional education and various factors, it is generally agreed that online education is moved the traditional education content to the computer network, which resulted in many problems, such as the learners and educators are not suited to online learning environment and so on, which eventually leading to difficult to guarantee learning quality of learners.Quality is the fundamental of the survival and the key to healthy, stable and quickly development of the Open and Distance Education. So, in order to make the Open and Distance Education healthy, stable and quickly development, and continue to make a significant contribution to promote the Popularization of Higher Education, construct learning society and build a lifelong education system, you must pay great attention and continue to study the quality assurance of the Open and Distance Education. At this stage, our Open and Distance education is in change period which from in pursuit of economies of scale to focus on upgrading quality, from based on experience to the understanding of the law, so continuously improve the personnel training quality and effort to improve the social reputation of the Open and Distance Education has became intrinsic and objective requirements of development of the Open and Distance Education, and reached the consensus in the field of the Open and Distance Education. In this situation, carry out the study about Quality Assurance System of the Open and Distance Education, and how to effectively improve the quality of the Open and Distance Education has become a major issue which is urgent need to study and solve. So the core competitiveness of the Open and Distance Education is to establish a sound quality assurance system.The purpose of this study is make a comparative study on the basis of overview status for the Open and Distance Education Quality Assurance between China and British."Stones from other hills may serve to polish jade", comparative will promote progress. On the basis of comparative analysis and in-depth inquiry, to identify the similarities and differences between Chinese and British existed in the Open and Distance Education Quality Assurance System, at the same time, analyze the advantages and strengths of the relevant aspects of the British Open and Distance Education Quality Assurance System, we can found problems and shortcomings in the process of the Open and Distance education quality assurance,. And then, through in-depth and thorough analysis for the problem, On the basis of actively absorb the latest and most advanced research of the British Open and Distance Education Quality Assurance, put forward some concrete, practical and suitable policies and measures for China, in order to perfect and build the Open and Distance Education Quality Assurance System of China, which has some practical significance, it will also ultimately assure development healthy, sustained and stably for the Open and Distance Education.
