Research On Teaching Quality Assurance System Of The Open University

Open University is the important form of the development of higher education and lifelong education. Establishing perfect Open University system is a major strategic move, to adapt to the trend of higher education from popularization to universalization, to meet the needs of the public’s learning and the lifelong learning. Teaching quality is the lifeline of higher education in the process of national education targets and education strategy transformation from the Radio and TV University to the Open University. How to improve the teaching quality of Open University is a difficult problem, and is also an important research topic. Therefore, it is the focus of the construction of the Zhejiang Open University that the teaching quality standards, quality assurance system and standardized management have been established and perfected.This article firstly introduces the concept and the present situation of the Open University, then summarizes the general situation and the related experience of the Open University teaching quality guarantee system both at home and abroad. Based on the actual construction of the Open University in the Zhejiang Radio and TV University, the author collected the first-hand survey data through the form of questionnaire— "the teaching quality influencing factors questionnaire of the Zhejiang Radio and TV University "(including the student edition and teacher edition). Through the statistical analysis of the survey results, the results showed that the four main factors affecting the quality of teaching are: quality of students, the school teaching management, personnel training plan and professional Settings, the enthusiasm of teachers and students. Finally, based on the existing teaching quality management work and combined with the characteristics of the Open University, the new system was reconstructed. The system has been clear about the key link of teaching quality management and quality requirements, combed the teaching quality assurance work processes, set the specific duties of each system to ensure the quality of teaching. These provided the system support for the implementation of the Open University teaching quality guarantee system in Zhejiang, established an institutional framework — "quality standards outline- quality assurance framework- quality assurance process- quality guarantee implementation"In this paper, the study will try to provide some constructive suggestions for teaching quality assurance system of the Zhejiang Open University, so as to improve teaching quality, to help the construction and development of the Zhejiang Open University.
