The problem of higher education quality and improve has been concerned by thecommunity gradually.“National long-term education reform and development plan(2010-2020)” is proposed to comprehensively improve the quality of higher educationin China. Local colleges and universities is the "main force" of higher education,improve the quality of local higher education has become the principal contradiction.The loss of teachers is one of the important factors of restricting the healthydevelopment of the local colleges and universities. It is the main aspects of thecontradiction. It is an important research topic of the local university administratorsand researchers of higher education. The Loss of teachers is the teachers who play animportant role in the school personnel training, scientific research and social servicefunctions base on the motivation (such as wage increases, job upgrading, the livingenvironment outflow),improving of non-unit willingness or loss of an active role inthe phenomenon in a university organization.The teachers’ loss of local universityhave a negative impact on outflow personal, Local universities, local socio-economicdevelopment and quality of higher education in China.Strengthen the governs of thelocal teachers’ loss is the need to improve the quality of higher education in China anddeepen the reform of the university personnel system and promote the rational flow ofuniversity teachers. The theoretical basis of governess of the local teachers’ loss is“Exit-appeal–loyal” theory and Human capital theory and Human resourceallocation theory. At present, the external social environment factors, internal factorsof teacher management in local universities and the local university teacher’s factorsare the reasons for the teachers’ loss of local colleges and universities. Proposed asystematic Countermeasures of the teachers’ Loss of local University on the basis ofthe teachers’ loss and theory of governance based on the loss of teachers and thegovernance experience and inspiration learned from the loss of foreign universityteachers. The control measures include: Improve the macro-management of localcolleges and universities in the stable external social environment of the teaching,Improve the turnover of teachers, relevant laws and regulations, improve theuniversity teachers of the social security system; strengthen the local universityteachers into management in the stability of the internal management of the teachingenvironment and Service management and exit management; Remodeling in the stability of the ideological and moral environment in the local college teachers’professional beliefs, and to comply with the university teachers’ professional ethics.
