At present during the process of the whole social progress and the economic development of our country,institutions of higher learning are important subjects,they are also important base for cultivation of talents,and are the main body and power source of innovation.The current international competition is becoming fiercer and fiercer,China need to build a number of universities that can be compared with the world's high level first-class universities,which can make sure we have a piece of heaven and earth in this world.At the same time,we also should have the subjects that have access to the international advanced level and innovative talents with high capacity and quality.In recent years,college talent flow has caused the develop difficulties of our country,a lot of teachers mo,ved from the central and western regions to the eastern coastal regions for better development.Some people think that local universities are the training bases of university teachers,so local universities should quickly deal with the problem of how to encourage and keep talents.In addition,the higher education has grown for a long time in our country,now the local universities are facing the age of talent flow sharply.Both higher education and vocational education has its goal of development.The rules issued by the education ministry in our country require institutions of higher learning to make talents with high moral and quality as the main goal of the development.The competition pressure for talent among universities is also gradually increasing.Talent is the main competitive target among universities,especially those with high capacity,high level and innovation.These people are also the main factor that promote social development and the increase of productivity,so it almost is the competition for high-quality talent among universities.Local universities act as the role of exercising and cultivating talents,and hold the responsibility to promote local economic and social progress.So the talent flow will bring trouble to local economy and society.Furthmore,it also has a strong negative effect on scientific research and teachers' education for local universities.Change the traditional concept of choose and employ persons,to achieve maximum value of talents,and to implement reforms and respect talented person and situation.Local colleges and universities compared with ordinary university,less affected by the inherent management system,it is easier to reform and innovation.Local colleges and universities should fully play the advantages of its inherent pattern less,human resource management of school internal innovation.Local colleges should learn combined material and spiritual capital,give full play to the potential of human resources in local colleges,to develop a suitable place for the long-term development of colleges and universities.This paper took-the example of Hubei Engineering College to analyze the present situation of brain drain in local universities.The author analyzed the serious situation and characteristics of brain drain based on the basic situation and influence of brain drain.At the same time,the causes of brain drain in local universities were targeted analyzed,and reasonable countermeasures to the problem were put forward.
