One of important part of American higher education is American Community College, and it has dual functions, namely transfer education and vocational education. These two functions make American higher education was popularized, and maximum reflects the fairness of education, it also the reason that community college still occupy the important position in American educational system after100years development. The transfer education function is the basic function of community college, and vocational education function is the core function of community college, these two sides are not separated, but interchangeable and complementary. The dual functions of community college make community college to be the primary stage of ordinary four-year university, make the student receive basic education before undergraduate education, and then will have chance to continue study in four-year university. For those persons who won’t have desire to continue to receive the higher level of education, after graduation from community college, they can find a job.China’s higher vocational and technical education began in1980s, and developed rapidly. In this paper, analyzing the successful experience of transfer education function and vocational education function of community college who is behalf on school characteristics of American higher vocational and technical education, and proposing some suggestions for solving the problem of single educational goals and function of china’s higher vocational and technical colleges and universities, and provide related theory suggestion to the development and perfection of vocational and technical colleges and universities. There is a total of5parts. The first part is including the source of the problem, purpose and significance of the research, related research, research idea and methods. The second part introduces the formation and development of dual functions of American community college, the establishment background and development history. The third part including characteristic and assessment of dual functions of American community college, and mainly analyzing the ways of achieve, basic characteristics and the usage. The forth part mainly analyzes generate and development factors from the aspect of cultural background, economy development and educational tradition. The fifth part makes an overall analysis t of transfer education function and vocational education function of American community college. Analyzing the present situation and problems of China’s higher vocational and technical colleges and universities, and proposing suggestion for solving the problem of single educational goals and function of china’s higher vocational and technical colleges and universities by combined successful experience of transfer education function and vocational education function of American community college.
