Counselors In Colleges And Universities Of Our Country Policy Study

Abstract:This article on the history of the development of instructors in colleges and universities in China policy in the process of carding process, trying to grasp the policy evolution of the leading value. Application of theories and methods of policy analysis, research on basic issues involving policy leading value, including policy-driven value principles, standards and key elements of the objectives established. Analysis of instructors in colleges and universities on the basis of policy development issues and make recommendations for policy development. According to RM· Krone systems analysis methodology of interpretation of policy, this framework from the counselors in University policy development analysis, fact analysis, value analysis of three aspects to the construction. Thesis framework includes five chapters:the first chapter explaining why thesis and research, explains this framework of analysis and research methods. Chapter Ⅱ description of instructors in colleges and universities development of policy guidelines, professional capacity-building and development process of the three subsystems of the management system. Chapter focus on target selection policy leading value, legitimacy and effectiveness of three dimensions, value analysis. Fourth chapter pursuant to policies established by the policy value of dominant values and the principles of legality, validity, and specification analysis. Proposed elements of standardization policies affecting instructors in colleges and universities. Analysis of problems in China’s counselors in colleges and universities in the development of policies. Fifth chapter concluding development of University teaching staff policy analysis, fact analysis, value analysis on the basis of the results, that research findings and policy problems existing in the construction of instructors in colleges and universities, make recommendations for policy development.
