Optimization Study Financial Input In Preschool Education In Our Country

Early childhood is a key period for human intelligence development, Preschool education toindividual plays an important role in forming personality character quality, preschool education is animportant part of human life. But in recent years kindergarten crunch has become the voice of thepeople in China. Preschool education financial investment is amount insufficiency and unequaldistribution. Early childhood education is not compulsory, but its development to human society plays avery important role. Preschool education belongs to the social welfare undertakings, so the governmentshould be responsible for early childhood education investment, If the government should invest inpreschool education, so how much can give attention to efficiency and fairness, to meet people’s need atthe present stage.According to the above two problems, this paper focus on the following aspects.The first partintroduces the topics of theoretical and practical significance, the relevant literature review, research onmethods and ideas, innovations; the second part, from the positive externality, children educationfairness and efficiency problem, human capital theory and the principal-agent theory, four angles set outthe government should invest in preschool education; the third part, analyzes the towns and villagespreschool education of fiscal policy formation and development process; the fourth part analyzes thecurrent preschool education financial investment problems, such as whole input inadequacy, unevendistribution; the fifth part, to improve the financial funds use efficiency as well as the implementation ofearly childhood education resources fair, established a preschool education financial investmentperformance evaluation system, in order to measure the level of development of preschool education inchina; the sixth part, around how to optimize preschool education financial investment and put forwardown proposal.The point of this article is preschool education in financial investment efficiency is low, theunfair distribution is the main reason of the government financial investment imperfect system, thechildren’s education financial investment perfect legal system, this paper suggests that preschooleducation funds should be increased by education financial investment, improve the children’s educationfinancial investment system, regulate financial transfer system and other funds system security policiesto promote the development of preschool education.
