As the foundation of basic education,pres-chool education plays an important role in early childhood intellectual development and personality training,and thus plays an irreplaceable role in children's physical and mental health development.0 to 6 years old is the main stage of child imitation.The habits of life,brain development and perception are concentrated in this period.Therefore,good pre-school education can can promote one's comprehensive development of morality and beauty.Pre-school education is quasi-public goods with a positive external effect.For a long time,due to the lack of financial investment in pre-school education in China,the difficulty for admission to public kindergartens and expedition for admission to private schools has become a problem in today's society.In response to the new normal of the population with low fertility,low birth rate and aging in China,the universal two-child policy was officially launched on January 1,2016.It is also unknown how the newly born birth population will affect pre-school education when it reaches pre-school age and how to deal with these effects in the pre-school education field.Therefore,in order to effectively solve the current problems in the field of pre-school education and to escort the implementation of the the universal two-child policy,we must first understand the current situation of pre-school education in China and the current state of financial investment in pre-school education,and then predict the scale of pre-school education for school-age children after the implementation of the universal two-child policy,on this basis,scientifically allocates the scale and structure of the financial investment funds for pre-school education in the future,which has a strong practical significance.This paper expounds the theoretical basis of financial support for pre-school education,analyzes the current situation and problems of pre-school education financial investment,and measures the impact of preschool education demand changes on financial input.On this basis,it proposes to increase the financial input of preschool education,guarantee the financial investment proportion of pre-school education,emphasis on teachers and other educational undertakings,financial subsidies biased towards vulnerable groups of children,plus pre-school transfer payments,strengthen pre-school education budget management,practice pre-school education voucher system,establish an early warning mechanism for pre-school education funding,guide social forces actively and issue pres-chool education bonds.This paper is divided into an introduction and four chapters.The introduction analyzesthe research background and research significance,summarizes the domestic and foreign research status of pre-school education financial investment,expounds the research ideas and research methods,as well as the innovation points and deficiencies.The first chapter defines the concept of pre-school education,financial investment and pre-school education voucher,sorts out the public goods theory,the education cost-sharing theory and the human capital theory,and analyzes of the mechanism of financial support for the development of pre-school education from the two aspects of increasing pre-school education expenditure and promoting equalization of pre-school education services.The second chapter analyzes the current situation of pre-school education in China from the aspects of kindergarten supply scale,teacher team and garden building area,analyzes the current situation of the scale and structure of pre-school education financial investment,and it summarizes the three main problems of the current financial investment in pre-school education in China,such as insufficient total amount,unreasonable structure and low efficiency.The third chapter uses the Chinese population forecasting software to calculate the quantity change of children in the kindergartens after the implementation of the universal two-child policy.And according to the latest average public finance budget expenditure index of pre-school education,we measure the demand for public finance budget education expenditure of pre-school education in future,measure the gap between supply and demand of public finance budget education expenditure in future,and put forward specific measures to make up for the gap between supply and demand.The fourth chapter puts forward two policy suggestions of increasing the financial input of pre-school education and ensuring the proportion of financial investment in pre-school education from the perspective of expanding the scale of financial investment in pre-school education,three policy suggestions of paying attention to the investment of teachers and other educational undertakings,subsidies biased towards the disadvantaged children's groups and increasing financial transfer payments to underdeveloped regions from the perspective of optimizing the financial input structure of pre-school education,two policy suggestions of strengthening pre-school education budget management and practicing pre-school education voucher system from the perspective of improving the financial input income of pre-school education,three policy suggestions of establishing an early warning mechanism for pre-school education funding,guiding social forces actively and issuing preschool education bonds from the perspective of improving the source of future financial investment funds.
