Recent years,with the continuous improvement of China's economic and social development level,education has also made remarkable achievements.However,as an important part of our national education system,preschool education is still the weakest link in the education system.There are still many problems such as insufficient supply of inclusive resources,shortage of teachers,low wages,difficult operation of kindergartens and uneven quality of education.In April 2017,the Ministry of Education,the National Development and Reform Commission,the Ministry of Finance and the Ministry of Human Resources and Social Security issued the Opinions on the Implementation of the Third Pre-school Education Action Plan(Foundation [2017] 3).They decided to implement the Third Pre-school Education Action Plan from 2017 to 2020,vigorously develop pre-school education and encourage the development of inclusive kindergartens.Under the background of the opening of the "second child" policy and the introduction of measures to introduce talents,the demand for kindergartens of children aged 3 to 5 shows a sustained growth trend.However,influenced by the industrialization of education since the 1990 s,kindergartens run by enterprises and institutions have gradually disappeared in the reform of social functions.Governments at all levels lack of pre-school education.Social capital has entered the field of pre-school education and gradually increased,but it is still insufficient to make up for the gap of public demand for pre-school education.The long-term supply contradiction leads to the inaccessibility of public parks,the increasing cost of private parks,and the problem of "difficult and expensive access" in preschool education,which has become the focus of attention of the whole society.This paper uses statistical analysis to study the efficiency of investment in preschool education in Wuhan.In the course of the research,the data of Education Statistics Annual report,financial input data and policy documents were collected.Then the relevant data are analyzed.Focus on the investment in Wuhan's pre-school education,the status quo and existing problems of pre-school education in Wuhan,and in view of the shortcomings in the development of pre-school education in Wuhan,put forward countermeasures to optimize investment.Through the research,the following conclusions are drawn: Firstly,preschool education in Wuhan is developing well at present,especially the implementation of three-round action plan for preschool education,the implementation of policies in place,the whole society pays great attention to preschool education,and the government has gradually supported preschool education as an important part of the national education sequence,and achieved good results.Secondly,the main source of investment in preschool education in Wuhan is still government investment.At the same time,familiesalso bear most of the cost of preschool education.The government's large-scale investment in preschool education has led to an increase in social capital investment,and the number of institutions,teachers and students in schools has been significantly expanded.Thirdly,the development of pre-school education among districts in Wuhan is not balanced.More high-quality pre-school education resources are concentrated in the central urban area.The new urban area is still confronted with problems such as insufficient investment,high pressure on entering the park,and lack of teaching staff.Fourthly,preschool education in Wuhan still faces some problems: the scale of financial investment does not match the demand of the public for preschool education;the imbalance of preschool education investment is expanding;the current Cost-Sharing Mechanism of preschool education needs to be improved urgently;and the phenomenon of teachers' differentiation is prominent.In view of these problems,it is suggested that the government should implement the main responsibility of investment,increase the general transfer payment of finance to education,further improve the Cost-Sharing Mechanism of pre-school education,strengthen the investment in the construction of teaching staff,and encourage the government to promote balanced development by purchasing educational services.The conclusion of this study can provide reference for Wuhan to optimize the way of investment in preschool education,and also for other cities to speed up the development of preschool education.
