In the1990s, China began to accelerate the construction of education informatization. More than a decade, the nation has published a series of important policy and has launched a series of major construction projects to significantly improve China’s education informatization level. With the extensive use of the network infrastructure, terminal equipment, educational resources and management platform, the information literacy of the majority of teachers has enhanced. Information technology education has basically popularized, and has become the school norm. In2010, the government issued "national educational plan", which elaborated education information in a separate chapter, and pointed out Information technology had revolutionary impact on education development, we must attach great importance and include educational information in the national overall development strategy. Education informatization was clearly promoted to the national strategy for the first time, and ushered in an unprecedented historical opportunity.In this special background, it is great significance to accurately grasp of the construction and application status of education information, promote the construction step-by-step, give full play to the booster role of education infonnatization for the development of education, promote educational equity, improve the education quality, cultivate innovative talents, build the country rich in human resources. Educators, especially educational technology workers have to think about these, whether at the national level or provincial level, need to be made answers. Geographical characteristics and the situation in the province is typical and representative, thus to research Shaanxi education information has a strong universal significance. Through empirical research, the thesis accesses comprehensive data of education infonmatization in Shaanxi Province, analyzes the problems and challenges we faced, and closely links to the requirements of the national educational plan and empirical findings, builds the development level, puts forward strategic planning of the Shaanxi education informatization development in the next5-10years, and gives specific, practical implementation routes and policy recommendations.The paper is divided into four main parts:Part I:An empirical study of the status of education informatization in Shaanxi Province.Through four thematic research, detailed basic education (vocational education), higher education and education management information data is got from the six areas, including infrastructure, digital resources, application system and platforms, Information technology education and application, professional support services team (teachers or information personnel training), capital investment and sustainable development. Then to carry out analysis from these six areas and obtain research conclusions based on the data.Part Ⅱ:Investigating the essence of education informatization and developing levels.On the basis of summarizing existed-definition, according to intrinsic properties of education information, the thesis explores the nature of education information in great educational and social horizon, points out that the essence is improving education, and also the process of promoting the social civilization progress. The final manifestation of education information is service, which provides educational services and social and public services. Education information has two general properties:education and process, besides, has two underlying attributes:social and service.After re-understanding the essence of education information, the thesis builds the level of education information from "philosophical perspective" and "Plan view" respectively, and sums up five practical areas of education information, which is the conditions of education, school education, lifelong education, social innovation and cultural heritage, the public service system.Part Ⅲ:putting forward of the overall advancing implementation routes and policy recommendations.According to the requirements of the "National Education Plan", and contrasting research and empirical findings, the thesis puts forward the strategic planning of education informatization development in Shaanxi Province, and gives specific, practical implementation routes and policy recommendations.Part Ⅳ:Case StudyThe thesis does a qualitative analysis taking the case of the HanZhong City, and concludes the basic ideas, main measures and policies ensurence which is "Building the ecology of education informatization, to promote the overall development of regional education informatization", the case fully verify concludes of the thesis.The main innovations of the paper:First, the rich data of construction and application status of Shaanxi education informatization is obtained, the comprehensiveness, timeliness and accuracy of the data is the innovation of the study.Second, the new understanding of the nature of education informatization, including two innovative points:on the one hand, the formulation of "the process that IT improves education", the innovation word is "improving", which passes the author’s attitude:any technology, any theory, any real demand can not be completely overthrow the structure of the existing education and teaching, the formulation that education informatization reforms education, changes education, restructures education may not be appropriate, and not in line with the education reality. Moreover, the word "reform" has been abused, and almost bored in various fields in China. Everywhere reform is equal to no reform, there is no absolutely possible and necessary to reform everywhere, especially education field, which conforms the social development; On the other hand, to clearly put forward the social and service of education informatization, classify an essential part of the social public service system, which is not only completely different from the technology perspective of education infonmatization, but also broader than the education perspective of education infonnatization. More importantly, under the demands of the nature, the service is no longer just the concept of education informatization, and not only just its function, but also the form of its own existence.Third, the definition of the micro, meso and macro levels of education infonmatization, respectively corresponds to three kinds of horizon understanding:school educational philosophy, educational philosophy and the social systems philosophy, which points out that the five practice areas of education information, the condition of education, school education, lifelong education, social innovation and cultural heritage, public service system, there is no analysis to education information in the practice area at present, Specifically, the innovation performance in two respects:First, a comprehensive analysis and comprehensive coverage of the practice areas of education information, and the second, an important role that education information contributes to promote cultural heritage and reshape the civic virtue is innovatively proposed, and targeted responses that promotes the spirit of the age and popular humanistic knowledge through information platform, such as reading on the Internet and mobile devices, digital libraries and digital museum, supports and echoes the moral education in schools and humanities education."The implementation plan of overall advancing education information" submitted to the education department of Shaanxi Province specifically details that implements the function through "the project of the humanities Shaanxi online reading".
