During just20years, started from pilot high-level sports teams, the country has developed more than270pilot universities from just51, which deeply laid the foundation for the development of university sports teams. In the period from2005to2011, the university sports teams in Shaanxi Province have developed from3to16. This figure showed that the provincial government attached great importance to the Colleges team and also began to gradually explore the province’s own College of Sports Development road in the development period, Colleges teams from a simple concept have gradually combined into an exploration of the run mode, which besides the role of continuity of the connection, includes their own ideological changes, which started the implementation of steps to achieve the desired effect, and gradually expand the exchange of learning in school from a way of being relaxed for both sides. We should be clear of the Development goals of the high-level sports teams in our province, and turn the focus of the training into the teaching of "combination" mode to maintain the smooth and effective development of the Colleges team to ensure the development of formal integrity.Being in the backward of north-west, the university sports teams in Shanxi province has taken a big step after20years of ups and downs of development and constant improvement of the reform system in size, quantity, or the pace of development. However significant brains drain because of the closed and backward ideas, the standard of teaching with the influence of various factors. Being in Shaanxi Guan Hong area, the development of education and teaching in Xi’an is relatively balanced, most of the colleges and universities of the province gathered here, which has a typical representative. Ministry of Education in our province tries to enhance the development of high-level sports teams of the Universities in Shaanxi by reducing the conditions and requirements of Colleges team appropriately, expanding the sphere of influence, increasing the opportunity of Colleges team, and through the test run. Running more stable investigation on the10universities conducted by the province university sports teams during a short span of six years from2005to2011, with the in-depth comparison, analysis and the known shortcomings provides a theoretical basis for the development of high-level sports teams in a good way.From the literature, questionnaire survey, mathematical statistics, expert interviews, logical analysis of the status quo combined with the status quo we learned: sports is our road to power, in the context of the "Combination", the development of competitive sports changes with the development of the socialist market economy, only by taking the path of sustainable development of Education "in combination" can we have a way out. We should improve the standard of our team from the team goals, development, and the expected results of high-level sports teams and a series of more specific development goals, by improving the development concept of the province university sports teams, enhancing the strength of teachers. Second, the greater contribution of the campus culture and the development of sports is to enhance the students’ interest in sports in school, which has a great deal of help on the pursuit of physical and mental health.From the aspect that University Athletic Teams of our province with many unreasonable phenomenon, and carefully comparison of the inadequacies in many literatures we have found that some remarkable achievements has made since the founding of the university sports teams, but seen from our current level of development and positioning, the project layout is unreasonable, the material support and training levels are limited; The high needs of the school’s sports teams, a lack of funds and facilities conditions and other factors, all limited the development of the sports teams. After synthesized arrangement, we have found the limitation from mainly three aspects: the athletes, coaches and schools, provincial and municipal policies. The developments of the analysis of the province of University Athletic Teams draw a realistic assessment of the specific work, etc. After investigation, the questionnaire obtained the following recommendations:1. the national development policy-making is a common and effective guarantee of higher education development in our province and the construction of colleges and universities high-level sports teams, the policy is the ultimate guarantor of sports development. Mode of thinking for the development of open and fair competition, the promotion of self-development, and the development of the concept of monopoly of self-financing burden shifts, thus are more favorable to promote the norms of college sports teams, to strengthen and adapt to optimize performance of the development trend of the development of the country, reducing some of the burden.2."Everything can be the bellwether" setting examples and learning from the model is today’s learning trends. We should see things from the development of long-term; only by setting a clear target can we have the power to develop. The attitude is the most important factor. Colleges and universities are always the key projects of the province of education, by intentional relaxation of university qualifications and conditions of the office team, and encouraging college office team, The government should play a leading role in the development driving the university sports teams, and establish role models.3.
