It is well-known that the human capital play an important role in economic growth andthe public education expenditure contributes a lot to the human capital. According to aUNESCO report, the worldwide average proportion of public education investment to GNP is5%-5.1%; however, this number in China is2.3%-2.36%. On the other hand, the Chineseeconomy is driven by capital investment now. Uneven investment between physical capitaland human capital can cause inefficient investment in the process of economic growth.In this paper, based on investigate the productive contribution of public educationexpenditure. I specify a production function for the economy which includes public educationexpenditure in different time periods and public infrastructure capital with a framework ofregional analysis in China. Specifically, this paper will examine regional economic disparityfrom emphasizing the role of human capital and other factor inputs.
