In the new era,the development of higher education of Hebei province should adapt to and lead the changes of major social contradictions voluntarily.Situated in the opportunity offered by "Beijing-Tianjin-Hebei coordinated development strategy" and the "double first-class" construction,it should strive to advance bravely and continue to propel the regional economic growth.The study points out that "the contribution of higher education to economic growth" is the positive promotion of higher education to the economy,which can be divided into three types: direct contribution,indirect contribution and comprehensive contribution.In order to analyze the contribution of higher education of Hebei province to economic growth:First of all,based on the clarification of necessary concepts,this study gathers data from Hebei Statistics Yearbook and China Education Expenditure Statistics Yearbook 1999-2016,reflecting the status quo of the development of higher education of Hebei province in respect of three indexes: university ranking,disciplinary layout and higher education population and displaying the situation of the economic development of this province by taking as a cutting point the real GDP growth and the development of three macro industrial sectors.Eviews 9.0 software was used to test the relationship between the higher education population and the real GDP,and it is found that the lag of higher education in Hebei province after three intermediaries is the cause of Granger causality of regional economic growth.Secondly,the three kinds of contributions of higher education to economic growth in Hebei province are estimated separately: direct contribution,by using the internal and external relationship theory of higher education,taking the amount of financial allocation for higher education as the object and the government transfer payment,the paper estimates that the three major functional funds of colleges and universities in Hebei province directly create 0.3% of the current GDP profit,lower than the national average of 0.7%.Indirect contributions.using the theory of human capital and the C-D production function model,the elasticity coefficient of higher education personnel in Hebei province to economic growth is 28.1%.The development of higher education in Hebei province may no longer rely on the scale expansion way.Attention needs to be shifted to quality or technological upgrading.comprehensive contribution,based on the indicators of the rate of return on education at all levels in 2012,the comprehensive contribution rate of education to economic growth in Hebei province is calculated to be 5.01% and higher education plays an explanatory role of 1.33%.That is,the overall contribution rate of higher education to economic growth is 0.067%,which is lower than the average level of Beijing,Tianjin and the national average in China.Finally,this study gives countermeasures and suggestions to the above contenes: First,Hebei province should implement the "regional coordinated development strategy" to narrow the development gap with Beijing and tianjin higher education;Second,combine with the background of the times,and rely on higher education to take the lead in the development of the times;Third,Hebei Province must strive to achieve the connotative development of higher education and improve the driving force for economic growth;Fourth,steadily increase the scale of higher education development of Hebei province to stimulate economic growth.The first innovation of this study is to refine the form of "contribution",and divide the contribution of higher education to economic growth into three forms: direct contribution,indirect contribution and comprehensive contribution.The second is the study methods.The paper uses the Demand-side,Supply side and Game theory for reference to provide practical basis for improving the contribution of higher education of Hebei province to economic growth.
