Since1986, the high level athletics teams of in colleges and universitiesof our country have gained tremendous achievements in the past20years. Thedeveloping scale is being enlarged and the achievement is being improved. Thetrack and field events have greatly changed in terms of the scale ofparticipation or the ranking the participants achieved. In spite of the greatachievements, there are still some problems which have some negative effecton the construction and development of the sports teams. For example, theassessments and procedures of the track and field event is a little bitinappropriate or improper, which urgently calls for a set of feasibleassessments and procedures to supervise and manage the construction of trackand field event of the regular institutions of higher learning.Based on the characteristics of the track and field event in colleges anduniversities, the paper takes the methods of questionnaire and comparativeanalysis as well as the documents and materials. From the perspective of systemscience, learning from the assessment experience of undergraduate courses,key laboratories and government performance appraisal, the paper reviews theassessment of high level sports teams and makes theoretical study of theassessments and procedures of the track and field event. The specific researchresults are as follows:(1) The number of high level sports teams was51in1987, increasing to268in2010after assessment. From the assessment index system, the new indexincrease6aspects which include2one-level index and4two-level index. Fromthe assessment proposals, there are also some changes, for example, theconstruction of high level sports teams of newly applied schools, thepreliminary establishment of access system as well as increase the expertassessment online.(2) The assessments of track and field of the regular institutions ofhigher learning can be categorized into15types, namely, period assessment,comprehensive assessment and individual assessment etc. Every assessment hasits unique content and characteristics.(3) Currently, every school has different views about the assessment index,methods and procedures. Moreover, there are differences in the fields,equipments, training funds and efficiency in different schools which may havedifferent assessment methods. The different opinions are hoped to be raised after the announcement of the assessment results.(4)The assessment of the track and field event should satisfy a seriesof requirements, for example, the establishment of the standard procedures,feasible methods, and quantized three level indexes as well as thequalification of the experts and the establishment of the dynamic, scientific,practical and complete database of expert assessment.
