To help masses of Tibetan area poverty take off deficient to become rich, for promoting a leapfrog development and the permanent stability of the society, Sichuan Provincial Party committee and provincial government founded and ran the9+3Program to enable student in Tibetan area to receive charge-free compulsory education.The "9+3" Program offers additional advanced vocational education classes on the basic of nine-year compulsory school system. Sichuan Provincial Party committee and provincial government start the Program in2009, The first12,000students from Aba, Kham, Liangshan already join about90schools in the inland. In September2009,125students from Aba Tibetan and Qiang Autonomous Prefecture registered and get a free education at Guangyuan Vocational high schools under the unitize arrange of the people’s governments at the provincial and city and the Department of Education. While some differences exist between Tibetan student and inland student due to different society, economy, education, culture and environment, and they are less self-control ability, these differences bring some problems. They clashed with the inland students, hard to adapt to the new school and language difficulties and so on. I plan to solve those problems through some constructing Campus Culture.On the basis of research of constructing Campus Culture, The author had investigation and study to4009+3Program student, and got some conclusion as follows:1. Different grades, as well as students from different parts of the degree of integration were significantly different.2. The school developed a series of constructing Campus Culture and prompted integration between Students the Zang and Han Nationality, Campus Culture they made a better relationship.
