Evaluation about targets and methods plays an instructive role in the basic education of our country. However, the mode of traditional evaluation shows more and more disadvantages in its content and method, because it focuses too much on the importance of quantify, in which the test scores are regarded as the only measure, ignoring some factors aobut quality, such as emotion, attitude and values, which plays the basic role during the development of the students in primary schools and middle schools. So we should pay much attention to evaluation about those qualitative factors mentioned above.Through the courses of moral education for junior high school, which focus on how to build the students’emotion, will, moral sentiment and other non-intellectual factors, the writer will try to clarify the misunderstanding of the growth record evaluation announced by the National Ministry of Education, which is wrongly thought to pay more attention to theories than practical skills by analyzing the relationship among the theoretical basis, the function of moral education and the principle of evaluation. As a result, the status of the growth record evaluation has been developed from Methodology to Epistemology. By using the empirical analysis, the achievements and effect during the growth record evaluation has been pointed out as well as the strategies about how to develop the growth record evaluation in junior high school. What’s more, the importance and influence that focus on basic compulsory education from the society have been raised so that the basic compulsory education can be considered among the whole social system, which will be good for the forming of responsibility about basic compulsory education from the whole society.The innovation of this essay lies in the contrast of the basic compulsory education by the whole society with its reality by the theory origin and functional description so as to develop the growth record evaluation of students from the operation level to the moral level, providing with more historical, cultural and social significance.
