Since the reform and opening up, China’s economic field has made remarkableachievements, but rapid economic development brought some new problems to thefield of education. Those problems mainly lay into that the unbalanced urban andrural areas of educational resources, the trend of choice a school, the disorderedcharge of primary and secondary and the dropping out of school of rural students. Allthat seriously interfere the normal education order and restrict the healthydevelopment of China’s education. Therefore, to promote the balanced developmentof education has become one of the important tasks of educational development in ourcountry.The built of exchange mechanism of urban and rural teachers help to promote thebalanced development of education. That is consistent with the actual requirements ofthe current educational reform and development, and also the trend of the times.However, in practice, teachers exchange mechanism in the formulation andimplementation are faced with many difficulties, its effectiveness is unbalanced. Inorder to have a comprehensive and accurate analysis of the exchange mechanism ofurban and rural teachers, especially for the poverty-stricken areas of the northwesthow to build effective urban and rural teachers’ liquidity mechanism to give somepractical recommendations, this essay summarized on the basis of research results andpractical exploration on turnover of teachers, selected Lanzhou City, Gansu Province,Y County as a case.Y County and three school districts, six secondary schools, eight primary schools,a total of350teachers were chosen in the questionnaire. At the mean time, weinterviewed22teachers,6principals, two educational administration department staff.Through the use of depth interviews, field trips to law and case analysis, surveyanalysis of the flow mechanism of Y County in2008had done before the urban andrural teachers. According to the difficulties encountered in the development andimplementation of this system, the implementation of the analyzed results, start withthe policy, institutional, management, public opinion, propaganda, and multi-angle,this essay offered a reasonably practicable to build and improve the exchange mechanism of urban and rural teachers.
