At present, there is still a big gap between city and countryside in education level, it is necessary to make the balanced development education to reduce the gap. In order to promote the balanced development of education, the government needs to provide more educational resources in rural area, while the core resource of education is teacher resources. Therefore, a reasonable implementation of city and countryside teachers exchange system is beneficial for promoting the balanced development of education in city and rural areas.The exchange system of city and countryside teachers in Korea has been implemented for more than 40 years, it has achieved a certain effect and accumulated more mature experience than our country, so our country can learn from its reasonable places.This paper collects the policies related to the exchange system of city and countryside teachers in Korea, then introduce its background of overall implementation and specific procedures. Meanwhile, this study analyzed the security of the system to the effective implementation of the relevant laws and supporting measures. The author finds that it is not only has a special law for this system but also has the financial and mental support in Korea. In addition, the author takes 95 teachers of primary and secondary schools in 15 different provinces as the research objects, to study on the situation of their schools' teachers exchange system between city and countryside and their personal views about this. Then to find out the problems about this exchange system in some areas of China. Through the study the author finds that:(1)Some areas lack of the guiding legal document support about the exchange system, resulting in the exchange teachers consciousness.(2)Some areas can not implement this system effectively.(3)There is a unidirectional imbalance phenomenon in some areas of our country.(4)The way to choose exchange teachers is too mandatory.(5)The main factor restricting the exchange of teachers between city and countryside is that they can not take care of their families at the same time.Therefore, the author puts forward four suggestions we can learn from Korea:(1)Our country should establish special legal for the exchange system of city and countryside teachers so that make the exchange consciousness into the teachers' concept.(2)In the implementation of flow system to achieve the combination of compulsory and voluntary and pay attention to humanistic care on the exchange teachers.(3)Establish a dual compensation from economic and spiritual to offset the teachers' loss.(4) Stipulate a reasonable time limit for the exchange teachers to ensure achieve the effect of the exchange system.
