this article is based on the investigation and study about teachers'exchange in Shahekou district. It's found that there are some factors hindering the improvement of teachers'quality. It also brings reversed effects to the school administration. The improper operation of the teachers'exchange system has a bad effect on the area education level as well. First of all, I analyze the reasons for these problems according to the New Obligation Education Law, the theory of education balance and the theory of development for manpower resources. Then I present some suggestions or ways for the improvement of teachers'exchange system. |
