| The importance of Strengthening the Construction of Rural Teachers and the Urgency of the Times.Teacher exchange policy is one of the important means of equalization of teachers,effectively encourage teachers to help promote the smooth implementation of teacher exchange teachers to help promote the balance of teachers and even the realization of educational equity.The study of teacher motivation in teacher communication policy in the county has the significance of policy,system,reality and individual.In this study,qualitative and quantitative methods were used to analyze text and data with NVivo11 and SPSS20 software.The quantification part is mainly based on the sample of compulsory education teacher in 213 countries in Z County of L province,and carries on a series of analysis with teachers from the county administration bureau and school.The results of the study show that the implementation of the county policy of “there is no”,“teaching is not good”,“can not control” this series of problems,mainly from the current exchange policy protection,encouragement and binding incentive mechanism is not perfect.It can not guarantee the work and living standard of the communication teachers during the communication,and can not compensate the loss of the personal interests of the teachers caused by the exchange of participation,and let the communication demands of the different types of teachers be satisfied.This incentive mechanism is imperfect,thus affecting the teachers’ willingness to communicate.Through the construction of binary logistic regression model,the author points out that the communication teachers are divided into three categories: "family type","treatment type" and "business type".This kind of teacher’s classification result,at the same time by the teacher’s individual characteristics constitute the characteristics of the group and the specific age of life focus on the choice of these two factors.To effectively enhance their willingness to communicate,the need for all kinds of teachers to carry out targeted incentives.Specifically,the three categories of teachers in the "family" teachers,more than half of the most difficult to encourage groups,need to take into account the family,career development,welfare and working environment of these four characteristics,more balanced distribution in all ages.For different types of teacher communication demands are different.Based on this,in the improvement of teacher exchange policy teacher incentive mechanism,should be combined with different types of the teachers exchange of demands and local practical commitment to the provisions of the exchange of teachers to implement the incentive of the bottom line protection and principles,and accordingly from the protection,constrains and so on a number of policy recommendations on incentives.By improving the willingness of teachers to communicate,to ensure that the swap of teachers "go to the country","teach well","under control",making the policy both scientific,stability and forward-looking,and thus promote the overall implementation of the swap policy effect. |
