With the advent of globalization, each country economy and science andtechnology competition is becoming more and more fierce, in order to in thefuture international competition remain invincible, highlighting the growingimportance of the public scientific literacy. Science and technology since thedate of birth, the development to human constantly bring good, human beingshave to conquer the nature science and technology was born, gradually towardshuman expectations of change has occurred. Since the middle of last century,science and technology to continuous human brings a wealth of materialinterests, the negative effect of the environment gradually, science andtechnology double-edged sword being more a person with breadth of visionrecognition. Along with the science and technology of the negative effect ofscience and technology show, suffered the criticism is increasing day by day,which leads to the thought of anti science, science and technology faceincreasing crisis.Since the eighteen sixties, modern science education was born in the greatinfluence on the people to science and technology attitudes and views. In a democratic and legal system gradually improve today, national sentiment in theenhancement of comprehensive national strength, whether the public scienceliteracy will be qualified to a great extent influence to the national related policyof science and technology and policy, and science education has assumedincreasing responsibility. Since the80’s of last century, along with the HPStheory of education, immediately caused the education sector and other relevantto the attention, objectives of improving the public science literacy in HPSeducation theory was born after the longer unreachable. Relevant scientificknowledge, scientific method, scientific emotion, science and technology andsocial targets in the history of science, philosophy of science and sociology ofscience intervention makes public science literacy have more channels andpossibility.Based on the HPS education are introduced and based on the analysis,through the3-6grades,7-9grades, higher education and not in current publicgroups in science education present situation analysis, summed up the existingproblems, these problems involving the concept of science, curriculum andinstruction, teaching mode, scientific emotion, popular science activity and other aspects, in the HPS education theory research and reference of foreignHPS education on the basis of experience, combined with the history of science,philosophy of science, sociology of science and science communication theoryand the connotation, in order to solve the phase of science education problemput forward the corresponding proposal.
