Governance By Contract: The Study On The Role Of Contract In Community Governance

For a long time, the government had always monopolized the power incountry and community governance. Lack of the supervision and restriction ofpower, it often monopolizes recourse, resulting in various social inequality.Therefore, strengthening the community construction and exploring newcommunity governance modes have been an important subject in theharmonious community construction. With the rise of civil society and itsgrowing, civil rights consciousness is increasingly awaken, leading to the returnof the government’s power to the society. The government’s traditionalmanagement system has been changing into diverse governance. The result wasthat, the relationship of the government, the community organizations and thecitizens has gradually becoming more and more diverse and interactive.In recent years, many communities actively explore the method of usingcontracts to governance, and have achieved remarkable results. The idea of thegovernance by contract has put forward under the background of the effectiveresults. The so-called governance by contract is to change the traditional management into governance, by using scientific, democratic and harmoniousideas to leading the multiple community subjects to make contract and knowtheir rights, duties and responsibilities. Governance by contract can graduallyform a bidirectional balance and promote better governance. It can strengthendemocratic community supervision, and perfect the community co-governance.As a new method, there are many studies worth exploring with the communitygovernance by contract, such as studying the role of the contract and the modeof governance by contract.This article altogether divides into six chapters. Through the method ofcombining theories and cases, this paper discusses the role of contract incommunity governance. The first chapter introduces the study background andthe significance of this thesis, and to make a definition of community contracton the basis of concluding the thoughts on governance by contract; The secondchapter focuses on the main problems of current community governance; Thethird chapter analyzes the operation process of the TangQiao community’sparking contract; The fourth chapter expounds the specific role of communitycontract; The fifth chapter constructs a model about governance by contract,puts forward the limitation and gives some improvement suggestions; The sixthchapter is a conclusion.
