This research try to analysis longitudinal and transverse of nongovernmentalchildhood education policy from the historical perspective. The longitudinal isdivided into three periods with the time as the clue: The first stage include the end ofQing Dynasty (1904—1911)the stage was mainly to imitate Japan; the Republic ofChina (1912-1948),this was localization and scientific exploration, and period of theold Liberated Areas(1927—1949).The second stage is that policy efforts from weakto strong:include unstable development of the early founding to the early reform andopen policy(1949—1977).From the beginning of the reform and opening up,thattime the text policy from less to more to the “private education law”(1978—2002).The last stage was Vigorous development: From vigorousdevelopment (2003-2009) to the new starting point and new hope (2010—).In thetransverse, sort out and analyze each period private early childhood education policyfrom the historical background,main contents,characteristics, and the review of thedevelopment of the Private Early Childhood Education at the same time, and analysisthe policy text of private early childhood education analysis.Look into history the rise and fall. From the perspective of history of Chineseprivate children education policy evolution, it offered us private early childhoodeducation development can support of national policy specific reflect, is not only theresult of China’s economic system reform,but also meet the broad masses of thepeople’s increasing demand for children’s education. To this, we should think aboutthe development of private early childhood education from the idea and practice in thefuture: to establish a "progressive" private early childhood education policydevelopment, clear government duty, optimizing the management system, speed upthe children’s education legislation process, strengthen the construction of legalsystem of private early childhood education, strengthen private preschool teacher’ssocial status and social security of the legal system, carry out the existing private earlychildhood education preferential policies, establish the reasonable funds allocationmechanism.
