Implementing the strategy of reinvigorating nation through science and education,education first.Developing education,talents first.Training talents,early childhood education first.Education has built a grand theoretical building for the civilization development of human society,and the development of early childhood education is the important foundation of the building.Early childhood education,as the first premise of compulsory education system,has a direct impact on the development of the whole country,ensuring the popularization and fairness of early childhood education,and promoting the quality of early childhood education of great importance.As the leading country in education development,the United States has always attached importance to early childhood education,especially since President Obama was in power,it has raised the level of developing early childhood education to national strategic position,studied the early childhood education policy text of the Obama Administration,analyzed their successful experience and shortcomings,combining with the current situation of early childhood education development and early childhood education policy in China,some experience and enlightenment can be drawn,then put forward the experience and enlightenment that can be used for reference.This research mainly uses the historical study,the literature study,the comparative study,unifying education policy and education sociology,and divides into five parts to explain the early childhood education policy of the Obama Administration during eight years,concretely as follows:The first part is the introduction,mainly explains the origin of the study,gives correlative definitions,summarizes the existing studies,and expounds the research value and research approaches.In the second part,the development of the early childhood education policy of the Obama Administration is divided into two periods according to Obama's two presidential periods: education equity as value orientation term(2009-2012),education excellence as the goal-oriented term(2013-2017),and explains the text of the main early childhood education policy.The third part mainly analyzes the factors influencing early childhood education policy evolution of the Obama Administration: the role of the development environment of early childhood education in the world,the restriction of the development condition of American early childhood education,the driving of the American early childhood education idea innovation.The Forth part analyzes the evolution course of the Obama Administration's early childhood education policy text,sums up the characteristics of the policy evolution: The Obama Administration pursues the goal of excellence policy in the core value orientation,giving policy support with fund,carries on the policy safeguard with federal government management power,and analyzes the deficiencies of the policy text: the policy emphasis on education investment causes the fiscal deficit,the interest group dispute causes the management system unbalance,the policy appraisal one-sided causes the fair and the outstanding phase game.The Fifth part through the overall analysis of the Obama Administration's early childhood education policy and macro-grasp,combining with the urgent need for the perfection of China's early childhood education policy,put forward a targeted proposal,namely: guaranteeing the investment in early childhood education funds continuously,improving the function of government in early childhood education gradually,improving the evaluation system continually,accelerating the popularization and fairness of early childhood education in China,and insisting on the excellence of early childhood education quality in China.
