As a country where the early childhood education started early and developed rapidly,Britain has always attached importance to pre-school education,especially since the New Labor Party took office,under the guidance of the "third road",it has attached great importance to the development of the early childhood education and raised it to a national strategic position Has achieved remarkable results.Sorting out the evolution of the early childhood education policy during the New Labor Party Government period will help deepen the understanding of the early childhood education in the United Kingdom,and can also draw on its successful experience to provide some reference for the current development of China’s early childhood education.This study comprehensively uses the literature research method,historical research method,and comparative research method.Through the collection,sorting,and summarization of relevant historical materials and policy original texts,this paper systematically sorts out the evolution of the early childhood education policy during the New Labor Party period in the United Kingdom.Starting with the content of the early childhood education policy of the United Kingdom.Thoroughly explore the factors that affect the evolution of the early childhood education policy and summarize the overall characteristics of its development.The specific content of the study is divided into six parts:The first part is an introduction,which mainly introduces the problem,defines related concepts and reviews the existing literature,and elaborates the research significance and research methods.The second part is based on the chronological order of the two governments of the New Labour Party and Prime Minister Blair and Brown.The evolution of the early childhood education policy in this period is divided into three stages: the stage of equal opportunities for the early childhood education(1997-2003),emphasis on the early childhood education quality improvement stage(2004-2006),pursuing fair and excellent on the early childhood education(2007-2010).The third part mainly analyzes the influencing factors of the evolution of the early childhood education policy during the New Labour Party government,including the political environment,economic conditions,cultural factors and educational factors.The fourth part analyzes the early childhood education policy of the New Labor Party government.The evolution of the early childhood education policy in this period mainly shows the following characteristics: The pursuit of the value of the early childhood education policies ranges from the pursuit of equal opportunities to the emphasis on quality improvement to fairness and excellence.The policy content is specific and specific,and the continuity between policies is strengthened;in policy support,gradually strengthen the management of funds,and continue to increase financial input;in terms of policy protection,early childhood education management is gradually improved,and government duties are gradually strengthened.The fifth part mainly analyzes the shortcomings of the pre-primary education policy of the New Labor Party government,that is,the problem of capital investment is prominent,and the early learning of children is too emphasized.The content of the sixth part is based on the overall grasp of the pre-school education policy during the New Labor Party period,combined with the actual situation of the development of the early childhood education in China,and puts forward targeted recommendations,that is,focusing on the early childhood education needs of disadvantaged children and promoting education equity;establishing quality standards And evaluation system to promote whole-person training;lead the professional development of teachers and optimize the construction of teachers;attach importance to the role of the family and strengthen family support;increase government financial investment to ensure stable development of the early childhood education;accelerate legislation for the early childhood education and strengthen government supervision duties.
