In the economic globalization, the most competitive resource for a country's possesses is undoubtedly high-quality talents. In order to cultivate a large number of personnel for the building of the socialist, as early as 1980s, educational system reforms were carried out in our country so as to improve the national quality, produce more and greater talents. Under the guidance of the spirit of the document and in connection with the defects in the education field, educational practitioners and theorists put forward the notion of quality education. Currently, quality education has already become the aim of our educational reform and development, and quality education policy plays an important role in implementing quality education and exploring its development context which can help the public understand the essence of quality education policy and further improve the implementation of quality education policy and quality education.By employing a historical research method, this paper divides the historical development process of our quality education policy into several stages and then by using the method of case study, conducts a research about some representative quality education policy texts.The first chapter is the introduction part, the reason of topic selection, current situation of study, research method and relevant concepts are briefly illustrated. The body of the paper consists of three chapters, the second chapter is about the evolution of our policy of quality education. This chapter has analyzed the historical evolution of our quality education policy, including the explanation of the background (the state in the economic and educational two areas) of each stage of the policy, and has analyzed and empirically investigated the policy content. The third chapter is about the analysis of the deficiency of the content of the current quality education policy. By analyzing, it is known that there are three aspects deficiencies of it, namely, the objectives of quality education policy is ineffective, the policy of teachers gtting access to quality education and teachers training is insufficient, and the evaluation policies quality education are not perfect. The forth chapter propose a solution for improving the quality education policies. Based on the analysis and research, this paper has put forward the policy proposition from the perspective of improving our quality education policy:Firstly, refine and quantify the objectives of the quality education; Secondly, improve the policy of teachers gtting access to quality education and teacher training; Thirdly, make scientific the policy of evaluating the quality education.
