Research On The Special Funds Management In Colleges

Nowadays in China, with colleges and universities education becoming more andmore popular, the fund supply can not meet this requirement, which badly restricts thedevelopment of those colleges and universities. From1990s, the national finance putmore emphasis on above situation. Government financial support became importantresource of higher education. The proportion of special funds is increasing year byyear. The change of structure of national financial for higher education hasaccelerated the development of colleges and universities; on the other hand, aneffective management system of special funds must be established by colleges anduniversities to guarantee those funds to be used properly. But, the fact is not satisfied.Departmental budget and budget performance evaluation both started in last few years.Therefore, in the special funds management process inevitably exists some problemsto be improved urgently.Above all, this paper reviews on some quondam research on special fundsmanagement, and points out the importance of strengthening the management ofspecial funds. Then, made use of project management system, I firstly analyses thestatus in quo of special funds management in colleges and universities, then point outthose problems in actual management pattern, and finally bring forward somemeasures to improve the special funds management. Those measures are composed oftwo aspects. One is how to consummate the management pattern, and the other is howto organize special department to respond of special funds management. Based on theactual continuous data of BY University, this paper analyses the issue of how toameliorate the special funds management of this university. Through the research, thispaper argues that the special funds management in Colleges and Universities is along-time and arduous work.
