Optimization Research Of National Scholarships And Bursaries System

With the development of higher education in China and the reform of the chargingsystem of higher education, college student financial assistance has become the focus ofattention of domestic academia and even the entire society. Our country after continuousexploration research has gradually set up with a "prize, loan, help, subtraction, filling,frequently", and other aid forms of the organic combination of university student financial aidpolicy system. State scholarships and bursaries system plays an important position in theentire university student financial assistance system as a direct grant nature funded in theCountry-led, government-funded. This article aims to follow the principles and values fromthe national scholarships and bursaries system and be a standard to analysis the status quo andproblems of the system, put forward the path of institutional optimization which combinedwith foreign advanced experience, in order to make the national scholarships and bursariessystem to better adapt to national conditions, led to the formation of human capital to ensurethat the development of China’s education and socio-economic progress.In this paper, we find the principle of fair priority which balances between efficiency ofthe national scholarships and bursaries system, and analysis the economy, education, andpolitical values of the system from point of view of the investment in human capital theory,education theory, the theoretical educational equity. To investigate the system of nationalscholarships and bursaries to the value as a standard, the current national scholarships andbursaries system basically is fairness and efficiency of the organic unity. But there are stillsome problems: Funded feature is not fully realized from the project settings; Need toenhance the policy stability of the system of national scholarships and bursaries; Fundingobject qualification difficulties; Management and funding of education is not enough depthand comprehensive after Subsidized; Subsidizing performance evaluation system needs to beestablished; Adversely affect the fairness of the expansion of the scope of funding universities.To make the system of national scholarships and bursaries to play maximize the fundingfunction and represent the greatest value has to optimization of the existing system. Thispaper combines the advanced experiences of the United States, Japan and other foreignuniversities funded, put forward the optimization path of the system of national scholarships and bursaries: Strengthen policy stability of the system of national scholarships and bursariesfrom clearing subsidy amount, funding source attribution and protecting from law;Optimizing the national scholarships and bursaries funded objects identified from eligibilitycriteria design, students from poor families identified system, appraising the standard andreviewing process; Pay attention to funding management and funding education to highlightthe humane care; Enhance operation and management mechanisms in system of nationalscholarships and bursaries from department set, funds management and team management;To propose ideas to build a system of national scholarships and bursaries funded performanceevaluation system. By exploring the optimization of the system of national scholarships andbursaries, enriching elements of design and reducing the implementation of the difficulty ofthe operation, make this system used in the University Student Financial Assistance better,funded students can successfully complete their education, and to promote the development ofthe University Student Financial Assistance.
