Rural Compulsory Education Student Financial Assistance Policy Research

In 2001,"Decisions on the Basic Education and Development by State Department "put forward"Two exemptions and one supplement" policy view,it refers to the free fees,free textbook fees and grants to needy boarder living expenses.The policy built the basic frame of the subsidization system of the compulsory education in rural areas and it marks the basic founding that all the rural compulsory students who come from financial difficult families be entitled to enjoy the free fees,free textbook fees and grants to needy boarder living expenses in 2007.State Planning Outline for Medium and Long-term Education Reform and Development(2010-2020)claimed that we should strive to run every school and teach every student well,and never let a student out of classrooms because of family financial burden.However,we are still facing lots of problems and challenges in reality.First,the range of student aid is too small and the outlay proportion of rural family educational expenses accounts for the household spending is still high;secondly,student assistance policy is still facing problems in the process which are difficult to implement;thirdly,student aid system has not been constructed,the unitary input system of the government result in the under-investment so that the market and the society have failed to play roles in it.On the background of rural compulsory education resources dispersedly distributed,intense rural education funds and imbalanced development of compulsory education between urban and rural,school bus policy,nourishment meal policy and boarding school policy become important support to solve unbalanced development among different regions.With the change of education facts,financial assistance policy for rural students should be dynamically adjusted and show the adaptability of the policy.This article intends to reflect financial assistance policy of the rural compulsory education student and analyze the problems of student funding for rural compulsory education,and propose appropriate policy recommendations.This paper is divided into three parts:The first part includes Chapter ? to Chapter ?.Chapter ? proposes the questions about the financial assistance policy for rural compulsory education students and analysis for research purposes,uses equity theory of education,educational cost sharing and compensation theory to establish a theoretical framework through presenting the development overview of the aid system.Chapter ?summarizes the subject of student financial aid,object,standard forms,effects,ethics and other specific content,and sorts out specific policies of the compulsory education student in some domestic and foreign countries,including rural compulsory student financial aid policies.Chapter ? describes the research systematically from the methods combining quantitative change and qualitative change to study and design level.The second part includes Chapter IV to Chapter ?.Based on the characteristics of the school bus and the background of the layout adjustment of the rural compulsory school,Chapter IV analyses the factors affecting the means of getting to school in terms of space,time and money,and moreover study the necessity of taking school bus as financial aid.In the light of the significance of nourishment meal,Chapter V analyses the rationality of the government taking responsibility of financing aid.Chapter VI mainly debate on the relationship between the financial assistance policy and the boarding system.This part adopts mixed research method of quantitative research and qualitative research.We use the database from "Evaluation System and Empirical Research of Guaranteeing Mechanism for Rural Compulsory Education" conducted by Huazhong Normal University.The database consists of mass education survey data and cases in seven provinces from 2011 to 2012.The third part is summary of the article.Chapter VII proposes some suggestions.The government should build the policy system,strengthen the financial support,establish the institutional norms,and Implement the measures according to local conditions for rural compulsory student financial aid.Besides,NGO and media should play a compensating role for supporting vulnerable education groups.
