Compulsory education equilibrium development is one of the most important propositions, which can be divided into three stages:equality of rights, equality of resources and high quality equilibrium. Respectively, these three stages embody the fairness of education starting point, the fairness of education process and the fairness of education results. Since Compulsory Education Law enacted, our country has committed to the popularity of compulsory education and has gained a lot. As a developed area, Jiangsu Province pays great attention to education and talents and has bridged from primary equilibrium stage to high quality equilibrium stage. While Jiangsu education focus shifts from quantity to quality in order to march toward a high standard stage of compulsory.Compulsory education high quality equilibrium is a high standard development stage of education, while its premise is the equality of opportunity and equilibrium of resources. It is combination of high quality and equilibrium aiming at promotion of education quality. While high quality is the premise and equilibrium is the key. High quality equilibrium is in the pursuit of high quality of education, and its core is education quality equilibrium. Education quality equilibrium includes equilibrium of education input quality, equilibrium of education process quality and equilibrium of education results quality. The pursuit is "everybody goes to good schools". That is to say, each pedagogue can get proper education of high quality and realize individuation development. High quality equilibrium means independent development based on the bottom line and is combined with difference equilibrium and characteristics equilibrium. We should keep differences, respect for differences and make full use of differences. Schools should generate its own character from inside. The author explores the connotation of compulsory education equilibrium and tries to establish a index system with3primary index (education input quality equilibrium, education process quality equilibrium and education results quality equilibrium),13Level2index (students, teachers, schools, teaching, management, curriculum, characteristic, culture, teachers’professional development, students’learning investment, social supporting resources and school reputation) and43Level3index. The index is said with five levels of satisfaction indicators.This paper is based on the obligation of Jiangsu Province compulsory education development and reform demonstration zones. The author used the questionnaire survey with the above index system. The result shows that:Jiangsu Province has made remarkable achievement and has steadily spanned from primary equilibrium stage into high quality equilibrium stage with quality whole optimization. From the education input quality equilibrium and see, students are in general distribution equalization and select school phenomenon has been improved; teachers are in equal distribution and schools can put forward a clear long-term planning, but there are still differences between regions. From the education process quality equilibrium and see, compulsory education realizes the equilibrium development in teaching, management, curriculum, culture, teacher’ development and so on. From the education results quality equilibrium and see, students have improved in knowledge, personality, innovation and practice ability and have got more sure and praise. Therefore,the approval and social reputation further promoted. But there are still some problems: how to release students’ homework pressure, how to improve teachers’ quality, single evaluation method and little attention on education quality.Areas in Jiangsu Province have taken many practical measures, such as Lianyungang ’entrusted management’,Rugao ’activities guiding and learning’,Zhangjiagang ’teachers construction’and Suzhou’characteristics schools’. This paper attempts to provide countermeasures as follows:optimze education resouces; promote teaching and curriculum reform; improve teachers’professional development mechanism; carry forward the school culture and construct characteristic schools. In a word, a good environment should be created to lead the compulsory education.
