With Chinese basic education is continuous reform and innovation, Xi’an is center of economy and culture in Northwest China. In order to establish a scientific and effective basic education system with economic and social development. According to education status, compulsory education is promoted which is based on regional balanced development. Implementing the "university zone management" system reforms, school districts are formed as the center to share resource platform through properly formation of Xi’an university district, so quality education resources can be properly used under a controlled regional space. The range of quality educational resources is expanded, ultimately, the overall educational level and quality of teaching are improved.This article will be focus on to study building Xi’an University District to implement quality education resources sharing problem. Firstly, exploring the value of "university zone management" system is implemented to affect compulsory education; secondly, exploring under Xi’an University area, high-quality education resources can be shared effectively between regions. This article is divided into five parts:The first part is an introduction which contains the basis of the topic, research review, research ideas and methods. A properly planning and thinking is made from the theoretical study problem.The second part describes the Xi’an University District quality educational resources can be properly shared conditions. The questions are found which are based on background of constructing Xi’an University District purpose and meaning.The third part describes analyzing the Xi’an University District quality education resources can be properly shared. Through definition of the "Xi’an University District","quality education resources"," balanced flow" core issues to help deeply analyzing research questions and ideas.The fourth part describes the Xi’an University districts are implemented to analysis that quality education resources can be properly shared.The fifth part describes when Xi’an University district is implemented, education level of inter-regional is promoted equilibrium, high-quality education resources can be adjusted and optimized through the "School District" this resource platform, the coverage of this platform is expanded and many people is educated through it. Ultimately, education is improved and developed. Finally, according to the actual development of Xi’an University district, from my personal point, some constructive comments are suggesting according to development of school districts and quality educational resources issues.
