With the promulgation and enforcement of “Compulsory Education Law” and“National Medium-Term and Long-Term Education Reform and Development PlanProgramme (2010-2020)”, the basic education in China has made great progress, andsome problems which was neglected before have been getting attention generally, suchas educational equity and education equilibrium. There are significant differencesbetween districts, schools and urban and rural areas at present, and it is an urgent andimportant topic to guide the development of education and promote educationequilibrium according to the national education reform programme. In this situation,this paper deeply analyzes the experience and path on promoting equilibriumdevelopment of compulsory education in and abroad to describe and analyze thesituation in this district. According to analyze the problems such as the disequilibriumof result, disequilibrium between schools, and significant difference between rural andurban areas from the aspects of history, system, implementation, situation and so on, itmakes suggestion to promote the development of education equilibrium by improvingthe condition of running a school, implementing balanced development, increasing theallocation of teachers and so on for reference.
