Nowadays, the reform of the elementary education curriculum and the practice of the newcurriculum standards bring forward higher demands for primary school teachers to improve theirprofessional knowledge, teaching skills as well as professional qualities. Therefore,“teachers’professional development” has been a talking point among researchers on educational theory andpractice. It has also become the common trends of the development of “Teachers’ Education” inand abroad. The practice on school management has proved that “Teachers’ professionaldevelopment is crucial for the development of schools and students. It is the base for schools torealize sustainable development.”As an educator who has held the school managerial job for7years, I have realized theimportance of its teachers’ professional level attached to the development of a school. The studyis carried out based on the analysis of teachers’ development in schools of Huabei Petroleum,doing research on the connection between school management and teacher’s professionaldevelopment, finding ways for school administrators to efficiently motivate the teachers todevelop.This article is divided into4parts. Part1sets the question and argues the significance of theresearch. Part2describes the theoretical basis of the school management and teachers’professional development. Part3makes investigations and analysis on the current situation ofteacher’s professional development in schools of Huabei Petroleum, including the problems liketeacher’s age structure, job burnout etc. Part4discusses the strategies of promoting thedevelopment of primary teachers based on theories mentioned above. For example, motivatingteachers’ working initiative through a reform plan on the personnel system; improving teachers’sense of team work and self reflection by setting up School-based Teacher Development andTeacher Professional Learning Community Construction. Specializing teachers’ theoretical leveland competence, and improving the teachers’ moral character through Campus-based TrainingProgram, etc. In a word, through effective school management, inspire teachers to improveactively not passively.
