The Application Research Of BOT In The University Infrastructure Construction

Chinese higher education has entered the era of rapid development. In order to realizing university’s striding development, the first problem is the construction of infrastructure. For the university, however, the huge infrastructure investment is usually unbearable. From the analysis of a variety of sources and means of university funds, there is no doubt that the BOT financing mode is a new way to solve the university’s funding problem.Firstly, the article analyses the BOT financing mode itself, including its basic mode and the derivative mode, financing advantages as well as the key factors to the success. Meanwhile, it discusses the financing channels and the general principles of the university infrastructure construction. On this basis, it explores the feasibility of the introduction of BOT model college infrastructure construction, including the feasibility of investment in capacity, the feasibility of co-benefits, the sustainability feasibility, practical operational feasibility and so on. Based on the firm conclusion, the article further explores the operational procedures of the BOT model in university infrastructure construction. After the theoretical analysis, this paper takes L university for example, in views of the BOT model applications feasibility study for the construction of its new campus natatorium project, and comes to the feasibility of the application of the BOT model in the university infrastructure construction. Finally, according to problems that the BOT model may appear in the application process, it discusses the risk warning and avoiding of the BOT model in the university infrastructure construction and points out that universities should establish the comprehensive financing risk warning system, meanwhile it also points out the problems that the college infrastructure construction application BOT mode should pay attention to and make recommendations accordingly.With the analysis of the BOT application of the L new campus infrastructure project financing, the paper examines the advantages, disadvantages and risks of the application of BOT investment patterns in the university infrastructure construction. The paper points out that there is still Heterogeneity risk while applying the BOT in the university infrastructure construction, meanwhile we should conduct the reasonable risk prediction and establish the risk warning system. At the same time, we try to make some recommendations on how to avoid the risk of the BOT in university infrastructure construction. The paper, according to the theoretical and practical analysis of the BOT financing mode, attempts to come to the feasibility of the application BOT financing mode in college conclusion, that is, BOT model, which future college can be widely applied, is a perfecting and reasonable optimization mode of financing.
