The Study About Present Financing Statu And Financing Models Of Gymnastic Infrastructure In Gansu Province

For a long time,because of the infrastructure has the attributes of public goods and natural monopolies makes its production and supply are monopolized by the government or state-owned enterprises.Physical infrastructure is the main part for national sports development and implementation of the National Fitness Program. It is the basic condition to carry out various sports activities,but also the most fundamental material basis for the strategic development of our sport. However, the current situation is not optimistic. Single channels for investment,funding shortages and other problems lead to do not meet requirement of sports development, which has become a bottleneck for China’s sports development. It is very necessary for us to use diversified financing to solve the problem of supply and construction of sports infrastructure funds relative shortage. With the further deepening of China’s economic reform,the state began to gradually reduce the field of infrastructure of state-owned capital investment, to diversify, to introduce market competition mechanism to improve infrastructure efficiency, reduced social services prices. It also makes various types of capital except financial capital will face more opportunities for investment in infrastructure. Using a variety of channels like BOT/ABS/PPP toget infrastructure fundingwill be inevitable.This paper by using literature,mathematical statistics and empirical analysis methods to carry out investigation and analysisof supply and demand in Gansu Province sports infrastructure, the investigation and analysis and identify current supply of sports infrastructure in Gansu province, the demand situation,;inventory of the basic situation in Gansu Province, financial, material, information and other kinds of sports, and to analyze the feasibility and necessity of Gansu Province Sports diversified financing of infrastructure, financing of each project financing model for risk analysis,using fuzzy analytic hierarchy process for sports infrastructure financing project risk evaluation,explore the channels and ways for financing sports infrastructure in Gansu Province,put forward reasonable proposals of the Gansu Provincial Sports infrastructure financing.After analysis of results:(1) Gansu Province sports infrastructure financing model is relatively simple;(2) lack of sports funding;(3) limited financial resources;(4) lack of financing attractive to social problems;(5) Since the BOT mode the maximum risk tolerance level but higher financing costs, Gansu Province may have to deal with the correct fee basis and operate major sports venues charge of the project, the BOT model;(6) to be able to generate cash flow of major sports health club projects through government awarded a franchise additions subsidies or direct equity investments and other measures to promote the use of ABS mode;(7) with the needs of sports development in Gansu Province Situation and development of mass sports, sports infrastructure construction in Gansu province project should adopt PPP financing model.
