Department, Capital To The Countryside And Villages And Cooperation

Firstly we have a review of the state-building theory and theagriculture marketing theory in detail.We contend that thestate-building process in China has turned to the feedback stagefrom the deprivation stage.And different government departmentsare involved in this feedback stage,for they separately occupy theresource which the village desperately needs.But these differentdepartments mainly focus on their own interest.So it is really aproblem to integrate the resource occupied by these differentparts.We can call this phenomenon "Departments to ruralChina".Similarly,the capital which naturally aiming for profit nowsteps in the production field,no longer limited in the circulationfield.We can call this "Capital to rural China".Based on the survey of a small village Fanzhuang in Henanprovince,we find that the village can cope with the two externalforces successfully with their talent.We can call this phenomenon"Village Autonomy".This autonomy leads to the failure of somegovernmental projects and the intent of the capital.This autonomyrefers to many strategies and ways,such as keeping the property ofthe land,competing for the governmental projects,getting long wellwith the cooperating governmental sector,coordinating the resource from different parts of the government,being friends with thegovernmental officials,make good preparations for the capital,andso on.We point out that this "Village Autonomy" not only refers to thevillagers’ rational choice,but also refers to the village morality,eventhe peasants’ emotion.This village morality includes the village’sconstant pursuit for the value of the land, their adherence to thesecurity of the land,their commitment to the whole village,and soon.Another important finding is the conflict between thegovernment departments and the capital.This finding reminds usthat during the process of the "Government to rural China"andthe"Capital to rural China",there is not only cooperation betweenthe government and the capital.In Fanzhuang,this conflict mainlyexists in the construction and the operation of the AgricultureIndustrial Project.At last,we advocate to return to the sociological holism in ruralresearch,especially taking the government and the market intoaccount.
