Issues concerning agriculture, rural areas and farmers have long been an unavoidable and call for great attention due to the fact that they will affect the social harmony and stability and the final realization of a well-off society in an all-round way as well as the development agricultural economy. To solve these problems, agriculture is expected to be industrialized, rural areas modernized and farmers knowledgeable, and vocational education in rural areas is the most powerful engine to realize it. As declared by the State Council on Making Great Efforts to Push Forward the Reform and Development of Vocational Education, the speedup of the development of vocational education in rural areas should be combined with economic and social development. Developing vocational education in rural areas is to meet the requirement of the times and is a necessary step to build a well-off society in an all-round way, to accelerate social industrialization and urbanization. Therefore it is of theoretical and practical significance to make the study.The paper studies vocational education in rural areas against the historical background concerning issues of agriculture, rural areas and farmers and puts forward that agricultural industrialization, transference of China's rural excessive labor and urbanization all depend on the elevation of science- and- technology and cultural quality of population in rural areas, which relies on the development of vocational education. It holds that the development of vocational education is inexorably linked with the settlement of the issues concerning agriculture, rural areas and farmers and that the elevation of science- and- technology and cultural quality of population in rural areas is fundamental. In addition, the paper makes a deep exploration on the problems and contradictions which is a bottleneck to the vocational development in China's rural areas, carries out a macro and micro study of the causes of the problems, suggests building a vocational education investment system mainly on part of government supported by other sources and a sound legal framework for it. It is also suggested that it is important to speed up the structural transformation and construct a multi-level and diversified vocational education system, to build an overpass for its elevation, to optimize specialized structures, to give great efforts to investigation and research and to put the employment at the first place in order to carry out the"three transformations". Finally in the paper concludes with some measures and feasible approaches and suggestion for accelerating vocational education in rural areas.
