With the development of regional economy and constantly strengthening ofopening degree, Dalian Development Area must face the problem of managing theforeign students of primary and middle school in the process of its internationalizationand modernization. For this problem there is still no theory and practical experience canbe referenced, so this study will enrich and perfect related management theoriestheoretically,and in practice it will also have important reference value on strengtheningmanagement foreign students of primary and middle school.Based on the research background and literature review, with the methods ofquestionnaire survey and interview investigation in three case-study schools, this studyanalyzed the current management situation of foreign students learning in regularclasses; concluded the problems of foreign students management and then analyzed thereasons of it; finally put forward a series of measures on solving the problemscombined with the case-study schools’ excellent experience. These suggestionsinclude: perfecting the policy and rules, intensifying propaganda, striving for theparents’ support, optimizing school management.
