Research On Improving The Old Age Social Security Service System Of Putuo District Of Shanghai

Till the end of2009, the elderly people over60in the registered population ofShanghai city has reached3,157,000, occupying22.54%of the registered population.The aging level is twice as high as the whole nation, having been close to the level ofthe nation with the world highest aging level like Japan, Sweden and so on. Accordingto the United Nation’s “Statistics of World Nation”, between2010and2050, theglobal population over60will rise from11%to21.9%with China from12.3%to31.1%and Shanghai from22%to40.9%, which means China and Shanghai’s agingincreasing extent will be very amazing in the future40years. The acceleratingdevelopment of aging has brought huge challenges to the urban economic of Shanghai,and in the meanwhile, has come up with much higher requirements to the old agesocial security system of Shanghai. As we all know, each system needs some servicesystem’s backup to guarantee its sustainable and effective run, the development of oldage social security system does also. Therefore, under the background of Shanghai’saging, perfecting the old age social security service system will play very importantrole in the favoring and effective run of old age social security system’s each sectionand stage.In the recent years, with the continuing decline in fertility, Shanghai’s ageinglevel has stepped in a fast developing stage. The development of long-term carefacility has been unable to satisfy the elderly service demands of new elderly peopleand while the traditional family pension way has become much weaker under thereality of modern social development and family structure changes, so as that a newway of pension is induced, that is, the socialized mode of household old-age insurance.It’s still a kind of family pension way, but different from the traditional pension way, it’s a new kind of pension way of which the government and social powers relying onthe community to provide services like living care, housewifery services,rehabilitation nursing, spiritual solace, cultural and entertainment and so on to theelderly people living homes. Putuo district is one of the center downtowns ofShanghai, whose aging problems are very serious too, especially the researchesaiming at analyze the issues of old age social security of Putuo district are verylimited. Therefore, this paper taking possibly satisfying the old people’s pensionservice demands, enriching their sunset material, ethical and cultural lives as ajumping-off place, has made analysis and researches on the current old age pensionservice demands and supplying conditions of Putuo and then raise some relevantcountermeasures and suggestions to further improve the old age social security servicesystem.Through the investigation and analysis to the elderly people’s pension servicedemands and the supplying conditions of Putuo, this paper found that both thecommunity household pension serving abilities and the nursing house’s pensionserving abilities have great gap with the old age group’s real pension service demands,which can be concretely shown as community household pension service supply andold age group’s demands lacking symmetry effect, community household pensionservice facility’s using rate being not high and the nursing house’s service andmanagement level being lower, etc. Therefore, considering the old age group’s ownpension service demands, this paper will adopt binary logistic regression to analyzethe old age group’s pension service demands and by the regression analysis to thefactors which influence the old people’s pension service demands, find out all thefactors that affect the old age group’s pension service demands. Then, the method ofAnalytic Hierarchy Process, shortly called as AHP, is applied to proceed hierarchyanalysis to the old age group’s pension service demands, so as to get the old agegroup’s requirement degree to each pension service item. Lastly, on the basis ofanalyzing each composing elements like service main bodies, objects, contents,methods and managements of old age social security service system, this paper hasposed the relevant countermeasures and suggestions to further improve the old agesocial security service system of Putuo.On the basis of drawing lessons from the practical experiences on pensionservice supply home and abroad, combining the investigation and analysis to the oldage social security service requirements and supplying conditions of Putuo, this paper has posed some relevant countermeasures and suggestions to improve the old agesocial security service system. Defining the service main bodies’ duties andencouraging the participation of non-profit organizations; Aiming at the difference ofeach service object, developing diversified pension service contents; Taking the oldpeople’s pension service requirements as orient, constructing and improving the oldage social security service system; Developing the old age self-service and formingold age group’s inter-assistance mechanism.The feature of this paper lies in combing the two aspects of old people’s pensionservice requirements and the current service supply to analyze the current existingproblems in the old age social security service system of Putuo. Taking the qualitativeresults and quantitative results getting from the on-the-spot investigation asaccordance, this paper has pointed out the problems existing in the old age socialsecurity service system of Putuo and then advanced some target-orientedcountermeasures and suggestions.
