As China has entered the aging society, the overall health status and livingconditions of the elderly is not optimistic. The prevalence rale of chronic disease, theper capita disease number and the limited mobility rate are far higher than othergroups among the senior citizens, particularly the elderly ones, leaving a large numberof disabled elders in demand of professional care service guarantee. With the effectiveimplementation of the family planning policy and social-economic development, thefunction of family has been weakened, leading to a really feeble family supporting;besides, in China, all kinds of pension institutions are in low service standard, noguarantee of the service quality, the short supply of beds and the institutions findthemselves difficult to meet the needs of elderly pension service; currently,community endowment is still in its infancy, with many obvious drawbacks. Thisthesis aims to analyze problems in the city disabled elders care service security model,taking advantages of relevant experiences in developed countries, and from theperspective of social capital, the author tries to improve the city’s disabled elderspension service security system, so that older people can enjoy their later years withdignity.In China, there are three models concerning the disabled elderly pension servicesecurity-family support, community care and institutional care. Based on the fieldresearch of pension service security in Baoding city and with a large number ofreferences, the author summarizes both advantages and disadvantages of these threepension services security modes as well as their own characteristics. One can nevergeneralize which is the best way to meet the demand of disabled elders’pensionservice. The disabled elderly should be treated properly by this three modes indifferent circumstances, so as to reach the best pension security model. From threeaspects-creating a variety of social capital for choosing, mobilizing a variety of social capital to join,and improving support mechanisms,the article summarizeexperiences on disabled elderly care service of Sweden, Japan, the United States,Britain, Denmark and other countries for providing experience for the development ofpension service security in China. From the perspective of social capital, this thesisbuilds a supply model of pension service security, and analyzes factors that affect thedisabled elders’pension security in aspects such as capital inequality (the lack ofcapital and the lack of returns) and the maximum revenue of resources; what’smore, the author also groups the aged into four types, indicating what mode ofpension services should these four type elder people choose respectively.Learning from Western countries’ disabled elderly care service experience andalso in combination of the actual situation of China, based on the social capital theory,the author puts forward some wise suggestions about China’s disabled elders pensionservice security system from three major aspects, respectively as improving theexisting social capital system, creating a rich social capital, and establishing a soundsupporting policy. As China’s pension services security is still in the exploratorystage,building a sound pension service system is not an overnight achieve, whichneeding mobilizing muti-power and handling a variety of issues properly. In short,only to full play the role of social capital, can promote the development of pensionservices security system in China.
