According to statistics, from2000to2010, there are271new undergraduate schools in China,34%of all the undergraduate school (excluding the independent college). In China it has become an important part of higher education system, and plays an important role in the process of mass higher education. Its personnel training quality has a big relationship with region economy (industry) and the healthy development of society. These new undergraduate schools are trying to turn their developing way from original physical state of development to Electronic Administrative Affairs.The author from qualitative and quantitative point of new undergraduate schools makes the portal web site evaluation index. From web site design, web content, operation and so on, new undergraduate schools conducted a sample survey evaluation. By an actual research on sampling new undergraduate schools portal the two research groups made, the results show the eastern is still dominant in the website link, response time, page hierarchy, layout design, media form, convenience and retrieval functions, but overall there is no big difference between the new undergraduate schools of eastern and western portal website.So the author makes an extension analysis on portal website development for the new undergraduate schools of eastern and western. Based on the view of system science, with the knowledge of management science, organizational behavior, psychology and sociology, the author uses SWOT analysis matrix to analyze new undergraduate schools for development.
